WCW needed a commercial for their merchandise because they had no WCW Magazine during the time. Even when they did have the magazine, they rarely had the merchandise catalogs.
When WCW was most popular in 1996 and 1997 I can only recall one merchandise catalog in late 1997. They never promoted the VHS PPV tapes either. Halloween Havoc 1990 wasn't even called Halloween Havoc it was "Terror Rules the Ring" on the VHS. Of course they had the Galoob figures but those only lasted two series.
WWF was so much better than WCW in so many promotional aspects and with all the bad stuff happening to WCW in the late 90s, early 00s it really was inevitable they would be out of business.

Yeah, they would only have a few video releases and on the earlier releases the undercard matches would be cut off. Even in 1997 the catalogs had only a few choices for VHS. They would also, into the dying years, have a few videos nearing the end of the year using the next year's date. For example, one of the few videos my local store had of WCW was World War III the first year. The VHS called in World War III 1996. I was thoroughly confused as I was certain there had not been a World War III in the early months of 1996 but the date was clearly on the VHS. Now the 1987 Survivor Series had the date of 1988 but in very small print, not a large heading like WCW.

Came in expecting Braden Walker 3 DVD series.
Leaving disappointed.
