Because from what I can remember, there were plans for Rock/Cena III at Extreme Rules. They even mentioned that he had a mandatory rematch clause and was the #1 contender that next night on Raw.
But instead he never came back and Ryback was forced into a heel position, turning his already declining momentum into nothingness. Would the Cena/Ryback program have just been pushed back a month, with no filler Cena/Henry feud at MITB? Would Ryback's 2013 have ended up different if Rock hadn't gotten hurt?

Considering how he lost to Henry before The Rock's injury, I don't think things would have gone much differently for ol' silverback.

Ryback was being set up for a feud with Miz for the IC title when he was bumped up to take on Punk so I think it's likely he would have ended up in a totally different program. In fact I wouldn't be surprised if the Henry loss was actually meant to justify his turn against Cena, he wanted to get back to WWE title contention and would do anything to get there, and they jsut did a poor job connecting the dots.

They weren't doing Cena/Rock III, Brock was supposed to attack and put Rock on the shelf to end RAW and set up a match between those two at Mania 30.
