I think there could be some really funny/serious ideas that would come up in this thread.
1.Sting could just start wearing the old wcw Halloween masks rather than buying facepaint

To give a serious answer, get rid of the stale guys (Daniels, Roode, Joe) and replace them with younger talent. Don't have to be unknowns but guys who will work cheaper than guys on that level.
Choose whether you want Angle or Sting (I'd take Sting) and let the other ones contract expire. Once the contract has expired use some of the money on a biggish former WWE star and keep the rest.
Fire/Let contract expire on all guys not being used. Garrett should be gone, Knux, TJ Perkins, Kenny King. They all should be replaced by independent guys with potential or ex WWE guys looking to prove themselves for cheap.
Fire Taz, Bring in a local radio guy with a background in broadcasting and use him as a colour guy for cheap. Taz is probably making at least 75k a year. You could get a local radio guy for a lot less.
Basically TNA has to ask itself who's making money and who isn't. If you've got a guy on a massive contract but he doesn't make you money then let it expire. If you have a midcard guy who is making big money let the contract expire and hire someone else to do it for cheaper.

For another "serious" answer: Leave North America. TNA can only succeed right now the most on their tours of the UK and Europe, so do the move similar to what WCW did in their dying days and focus more on being THE promotion overseas instead of unprofitable US arena tours or free Universal Studios stage shows.
Similar token- the toughest cut for them, but necessary for the move: Fire Jeff Hardy. They need Jeff as the biggest star they can reasonably get, but if they're leaving the US, they can never use him again. Replace him with a cheaper guy- say, John Morrison- who you'll know going in has no hope of getting all of Jeff Hardy's popularity, but accept that taking that short term cut in draw is needed so you can start becoming the top promotion overseas.
From there, use the overseas factor as your discount- in lieu of getting a bidding war, only getting WWE's leavings for indy talents in the US, have the inside track to get the top wrestlers in Europe as your undercard.

There's 35+ people on the roster, including announcers, so they probably have like...30 actual wrestlers. I'd probably cut 3 or 4 people, especially those who make money (i.e. Ken Anderson, Tazz etc).

Tape in Nashville and Dallas. They have offices in both places and large wattling fanbase s in both places. Stop running towns you don't draw in. If they don't watch Impact in large numbers in Phoenix, don't run Phoenix. Develop it organically Do not change one aspect of production value. It is fine and stands apart from the industry standard at Titan Releasing wrestlers? No. Not at the moment. Do a reset after BFG since that closes your year and do a change over. Release some stale acts then and push new guys in the weeks after. Drive competition between your talent. They will one up each other and give you a better out put on screen. How does this save? It doesn't. It simply gets you more for what you pay. Do loop tours and promote them. You have the BFG series right? Make that your Great American Bash. Make the tour an event and mention how great the last show in Winston Salem was and Charlotte is on Wednesday and were gonna blow the roof off etc etc...running towns closer together saves travel costs and helps develop the base you need. Birmingham and mobile have been great spots for TNA. So was Arlington. Do loop tours close to that area and showcase how great the shows are on your TV. They used to do this in small doses. What happened?
