I'll start with ol' Vlad Kozlov. Sure he beat Undertaker clean but he settled in as straight man to Santino's wacky demeanor. They could still be together and I think I'd enjoy it. He was solid and I think could be a good gate keeper for heels moving up the card.
I'll also throw in Shannon Moore. I was one of few Moore-ons here. Another guy that was never going to main event, but a solid hand with a very unique look towards the end of his run. HE finally started to get over when teaming up with Jimmy Yang, because who doesn't want Moore Wang?
So, who do you miss that might not spring to everyone else's minds?

Definitely the Hardcore Title 24/7 rule. Would give more people something to do, and give us random shenanigans every week.

I miss the Hardcore Title. I miss the 24/7 rule shenanigans. I always felt the 24/7 rule ruined the Hardcore Title. I like comedy matches, but didn't like the constant title changes. If the title changed hands every week or even every show, that would be fine, but I didn't like 6 different people winning the title in a single segment and racking up 22 title reigns that totaled less than an hour or something. If WWE wants to institute that kind of wackiness think a happy medium would be that the rule would only be active from bell to bell. Like anyone can insert themselves into a match already in progress until someone actually scores a pinfall or submission Personally, I'd rather see some badass cruiserweight, a badass brawler, or a guy who can use comedy gimmick weapons (like a jock gimmick who uses sports equipment or a groundskeeper/janitor gimmick who uses hoes, rakes, broomsticks and the like) holding the title and defending it week in and week out, and getting over by meshing his ring style/gimmick into the gimmick matches. I always thought Dolph would be a perfect Hardcore Champion after watching his goofy gimmick matches with Sandow.

I miss lower card belts being on TV weekly. Back in the Long Long Ago, in the Before Time, these belts actually got defended frequently. They existed to give the midcard something to do while the Big Boys played.

I'm not sure if he counts as a lower card guy as my memory of his position in the company is hazy but I miss Tajiri. He was a fantastic wrestler, his buzzsaw kick looked brutal and he was my first exposure to the green mist which blew my mind when I was younger.

Even though he's a bit of a douche behind the scenes, I miss Low Ki/Kaval and wish he was utilized more.

I genuinely, from the bottom of my heart, don't miss any acts more than Three Count and the Mean Street Posse. Absolute goober heels that you wanted to see get their asses kicked, and in the former case, could actually get their working boots on when given a chance.

I thought they were all fun to watch. Especially Gallows, he's a huge dropped ball imo. A big guy who was a excellent wrestler.

Alot of the regular midcard guys and jobbers from around 2007-2008.
Shelton Benjamin,Super Crazy,Carlito,Mr.Kennedy,Deuce and Domino,MVP and Viscera.
They seemed to always put on decent matches.
