I'm talking not necessarily the wrestler from a career standpoint but the gimmick -- stuff that you figured would go further, but they ended up changing it, it never got over, the wrestler left the company, etc.
My own list would include:
Barry Windham as the Widowmaker Dean Douglas Flash Funk Bodydonna Skip (I thought from his debut that he was going to eventually be an IC champion) The Jackyl and his cult-leader stuff Furnas and LaFon The New Blackjacks Maxx Payne

Everyone not in the Austin/Rock/Taker/Foley/Kane/DX level during the Attitude Era I thought was the biggest deal ever growing up.

I thought "American Nightmare" Drew McIntyre would have lasted at least longer than a week.

Off the top of my head, Glacier and Pirate Paul Birchell. Especially Pirate Paul. There was no reason it shouldn't have been a decent midcard US Title-level gimmick.

The WWE could have sold millions in pirate merchandise with him, and it helped that Burchill appeared to be having a heck of a lot of fun with it.

As a kid, I had never seen anything like 2 Cold Scorpio's moveset. Throw in some dancing girls, an infectious theme and an eye-catching outfit, how did this not take off?

I think Adam Bomb was bigger than history paints him to be. Since the only real pay-per-view match of his was Wrestlemania X, and his relative absence from Coliseum Video releases, unless you were actually watching "Raw" as it aired there's no way to really get a feel for how over he really was.
Which is unfortunate because, as mentioned, he looked so cool and had such a unique moveset.

Adam Bomb, he had an amazing look and bags of potential, the guy was like Warrior, everything he did (when he was trying) exuded intensity and power, but unlike Warrior, he actually improved over time. I honestly think he could have transitioned the character into something less out there in much the same way that the Undertaker did, but like most talented newcomers in the mid 90s, certain backstage forces saw him as competition so that was that. I liked him as Wrath and in Kronik in WCW, shame Wrath was fed to Kevin Nash, just as he'd started to get over as a force of nature.
Pierre Carl Oullette is another, he's a guy that has nearly everything you could want in a wrestler, he had a decent size, speed, power and was decent in the ring, but again, came up against a certain group and was buried.

I like Fandango, but damn I wanted creepy rapist Johnny Curtis to be a thing. I really think this could've gone places. Start off as a comedy asshole heel and get creepier and more dangerous and more psychopathic.

Kizarny.
The issue was they debuted him as a baby face. The dude is talented, can work a mic and has a great move set (Saw him work an indy main event here and he was pulling shit out I'd never seen)
If you debut Kizarny as a creepy heel carny I think you would have had a decent Upper Midcard guy who could occasionally slip into main events with guys like Taker.
Instead they did 8 weeks of vignettes, a match and then killed him off. It's a shame.

Original Doink. I know that there were other factors working against it, but an evil clown vs. or teaming with Taker could have been interesting IMO.
