I mean I know the whole 'open with a promo' thing is a hangover from the Attitude Era, but Raw is (apparently) a wrestling show. When was the last time Raw opened with a match?
Doesn't it kind of imply that WWE are assholes if they have barely any matches planned for that whole night? Shouldn't they at least kick the show off with some wrestling? Is wrestling not more interesting than promos to the majority of the people who would watch a wrestling show?
When the Rhodes Brothers and Shield were tearing the house down in the midcard, they could easily have jerked the curtain and got some channel-hoppers glued in with their fast-paced matches, surely.

Most definitely, people who might be prospective new viewers to 'wrestling' need to see a fast paced, hard hitting opener to hook them in. It's why the Cruiserweight openers worked so well for WCW and their hunt for ratings. I know a lot of people who unless they think there is going to be some violence will mock wrestling for being all talk and no action but if they see some action they are glued for the whole show.

I have been complaining about this for years. WWE is a terrible wrestling promotion in kayfabe. They open every show with people droning on needlessly, and the never have a main event pre-planned. They just wait for a couple of their guys to start publicly arguing and then make a match on the spot for that night. Horrible planning by a professional sports league.

I'm always disappointed when a match opens a show. I'd rather have some kind of angle advancement kick off the show.

If there's an extremely hot angle where most fans are speculating on what's gonna happen next, then it'd make a lot more sense to open the show with an interview segment in order to make it clear to the audience- as well as new viewers- that the situation is a big deal.
Last night's show probably wasn't the ideal kind to start with a promo, as there wasn't any major advancement (aside from Chapter 48 of Orton Looks Like An Incompetent Bitch) going on. It could have easily opened with a hot match. But if there's going to be a major announcement (not a GM announcing the tag team main event du jour, I mean MAJOR things that would obviously impact matters down the road, like anything Network related, a top face going bad, or Hogan/Sting coming in), and especially if there's fallout from something shocking at a PPV, then it's better to have the McMahons kick things off. It should really depend on what's going on at the moment.
