Here's my thoughts on WWE 'hijacking the hijacking.'
It seems pretty obvious WWE went out of their way to counter-program the Chicago crowd's chants and general reaction to the show. The creative team basically ended up putting on a show that was, a few bumps and potholes aside, a better overall show as a result.
So the hijackers (or whomever) probably didn't accomplish what they set out to do, but the end result was a better than average show. So, in a way, it did work.

Maybe the Chicago crowd or the whatever twitter shouldn't have, ya know, hyped the fact that they were going to hijack the show. It's like doing an actual hijacking, you don't say days before hand you are going to hijack this specific plane and then think that they will not be expecting it.

Even if the twitter thing didn't exist the WWE probably would have still known that the Chicago crowd was going to be chanting for Punk and reacted accordingly.

The only thing they really did that was Chicago-specific, to sate this particular crowd, was hitting CM Punk's music at the start of the show and having Paul Heyman address him publicly on the show. Outside of the first 10 or so minutes of Raw, every other thing that happened would have happened on any other episode of Raw, whether it was in Chicago or any other city.
And if booing so loudly that the television audience can't hear Stephanie McMahon is considered "a hijacking", then I bet the WWE would wish they were hijacked every Monday night. She's the heel, that's the kind of heat she's supposed to be getting. I bet after she went backstage, she was thrilled at how much the audience hated every word that came out of her mouth.
