This artwork always seemed off to me. Then I realized it was this vest or sleeveless jacket that Hogan is wearing. Did he ever wear it?

I remember him wearing something similar as a muscle shirt, but as a vest with the HH on it...I don't think so.
also Flair is wearing long tights here which is something I've never seen him do

So is Sid unless that is supposed to be the tightest pair of jeans ever. I don't think Sid ever wore long tights.

He wore a pair of jeans to wrestle Heath Slater a few years ago on RAW, but other than that one off match, I don't recall him wearing long tights either

Also interesting that Duggan made the cut for this artwork. I mean the WWE had bigger stars to put in there instead of Duggan at the time. Dibiase, British Bulldog, Hitman....

This also depicts the classic Ric Flair look with the pink feathered jacket he wore while strutting down the ring in long black tights with flames on them.

I guess they are giving a "street fight" theme like the rumble is so unpredictable anything can happen. In the program and WWF magazine recap of the event, they have the event pictures superimposed on a street scene.
Jake is wearing a jacket of sorts, Macho has the vest and I believe Earthquake has a vest as well. He definitely had a vest on the 1991 artwork and that was really the forerunner to the 1992 VHS cover.

I have a theory that there was some standards-and-practices reason this artwork wasn't able to show the wrestlers shirtless or in trunks, hence the weird things like Hogan's vest and Flair's tights.

Nah, nothing to do with that. Simply, they were trying to promote the "rumble" aspect of the event and promotional artwork reflected that by giving the wrestlers more "street fighter" type looks. The previous year's poster was the same, and even more obvious in its intent, with the street and buildings in the background:

Forget Hulk's vest.........Ric's jacket there looks incredibly good. Kinda works way better as a jacket than as a robe. Flawed or not, I do love the art. Joe Jusko. He did a lot of STAR WARS trading card art back in the early/mid '90s too. He currently does covers for WARLORD OF MARS comics. I totally geeked out when I realized, a few years after I knew him from the card art, he did this Rumble artwork for '92 *and* '91.
