I always thought that it was because Jarrett used to work for the WWE and a good majority of the nWo were ex-WWE guys.

I think Jarrett was one of the guys who badmouthed Sting in a promo, saying that he was in the nWo. Sting was particular in who he attacked during this time.

What was going on at the time was Sting was attacking anyone in WCW that called him out.

From what I remember, he called Sting out saying something like "We don't need you" or something... so Sting gave him the Scorpion Death Drop.
I seem to remember Duggan getting the same treatment.
It was meant to put the seed of doubt that Sting may be a member of the NWO, but was mainly to show he was definitely no longer a part of WCW. As he was supposed to be standing on the sidelines, watching, and would only strike when the moment seemed right.
Realistically, I think it was just a way to put him on camera in the middle of the ring, and build suspense for him to eventually attack the NWO rather than just constantly doing wide-shots of him in the rafters.

Stinger was acting on behalf of the fans. That may have been the most boring incarnation of Double J ever, which is saying quite a bit.
