According to Jim Ross:
1. Bull Buchanan 2. Billy Gunn, as he was the best pure athlete in WWE 3. A trimmed-down Mark Henry

I projected The Miz as being the next big babyface while he was still a heel. Then they gave him a crappy face turn instead of a notable one and it pretty much killed him right there

I wanna say Matt Morgan, but they gave him that stuttering gimmick his second time around, so I don't really know how big they meant him to be. Add to the fact that both Carlito (the dude he was body guarding) and Big Show (the guy they intended for him to feud with after Carlito left) both got drafted to Raw within a matter of a week, and there's nothing to really support it.
Luther Reigns, maybe? He was hanging around Angle for the longest time, and one of the notable things he did was feud with Undertaker a month before WM21.
I feel like Renee Dupri was being groomed on Smackdown to become something bigger than he did. The problem is, much like the rest of the 2004 midcard, they had him feud with John Cena. (Or maybe it's just wishful thinking, I thought he did okay that week of the Raw draft)
They were going to build up Ezekiel Jackson as "The last ECW champion" after the brand closed up shop. Unfortunately due to injuries and his dad's death during WM week, that kinda flew to the wayside.
They tried to push Bubba Ray as a main eventer/upper midcarder after the split from Devon, didn't they?

Vince McMahon was very keen on Marcus Cor Von (Monty Brown) upon his arrival in the new ECW. Then he retired from the ranks to be there for his family in their time of need. Hopefully we will see him again in WWE rings again.

Elijah Burke and Drew McIntyre were both christened by Vince McMahon himself to be future WWE champions. Burke was good, but he had the rotten setup of being a guy not named CM Punk on ECW. Nobody besides Punk was going to succeed there. I still think a lot of McIntyre's issues came from his really terrible theme song. People here enjoyed it but it was so slow and plodding and generic evil that it was like a giant sigh of MEHHHHHHHHHHHHHH. Burke also had the issue of being incapable of meshing with Punk in a match, and the Ghost Hunters episode, and him getting lost on the way to a show. I mean, he could have been.

Sid justice pre wm8....seemed like vince saw him as potential to replace hogan and $
Brock lesnar 2002
Bobby lashley...wm23 top role and his ppv main event against cena was booked like hogan v warrior in that fans were divided.
Rvd after one night stand 2. He coheld the wwe and ecw titles...ecw was getting louder pops andmore cool factor than cena and wwe.
Jeff hardy was getting louder pops than cena for a period.

McIntyre's theme has pretty much the same vibe as "Voices", except McIntyre didn't have the character to match. He kind of did. He wasn't a brooding psychopath like Orton, but I do think the song fit McIntyre's character. He was an entitled SOB with a vicious streak who would beat someone within an inch of their life just because he had Vince's blessing to do so. And he actually incorporated into his match style, using the ring to hurt his opponents, rather than slapping on a headlock for 5 minutes then hitting the mat and pretending to be a snake.

A song that says "WHAT IS YOURS NOW IS MINE" is like something a spoiled 5 year old would say. Which I guess fit D-Mac's character, but that didn't make it good.

the Ghost Hunters episode I like to think this is the real reason his push ended. Vince McMahon is understanding when it comes to a great many things, but a WWE superstar should not be afraid of no ghosts. In fact, busting should make him feel good.

The British Bulldog seemed like he was always on the cusp of greatness, but then he'd slap on a headlock or...try to cut a promo. He's one of my favorites, but he wasn't winning a World singles title.

The similarities between Texas Tornado and Ultimate Warrior wrote itself. Would've loved to see a match.

I remember thinking Carlito would get a WWE title run when he was drafted to Raw in 2005. He instantly won the IC title and for a while he had Cena's number whenever they faced off.

Ted DiBiase Jr. everyone thought he'd be bigger than Cody boy were they wrong solid in the ring but zero charisma
Alex Riley pretty over after feuding with the Miz then got bullied by Mr. "Don't be a bully" John Cena and got buried and became a commentator on NXT who still gets a solid reaction
Wade Barrett Nexus should've ended with him as WWE Champion but instead it was given to Miz and now we have Bad News Barrett. Don't get me wrong its a good gimmick but not a WWE Champion gimmick more like a comedy mid card gimmick.

Ahmed Johnson for sure. He slammed Yokozuna in his first appearance with the company and was instantly made a friend of Shawn Michaels. I wonder what would've happened to him had he not gotten hurt in 1996. And in 1997. And later in 1997. And maybe once more in 1997.

He probably just saw this movie too, when Burke was on this episode.
