I don't think it really is. People just like chanting you tapped out at heels and HHH.

Because it's "giving up." I think the easy workaround is to just have people pass out from the pain. Instead of tapping out, the ref sees the guy isn't moving and waggles his arms. Suddenly the bell rings, submission win, and so on. This is what they used to do in the 80s but they would call for the bell super early. Someone would be in a figure four for two seconds and the ref just starts waving his hands calling for the bell. You were only allowed to be in a submission hold and get a chance to escape it if you were important. Otherwise it was assumed there was no way you were going to escape the deadly abdominal stretch that isn't even fully applied yet.

This is a tangential question, but did the idea of tapping out only arrive in the WWF with Ken Shamrock? I don't remember it ever being a thing when I was a kid, and submissions would cause guys to give up verbally, rather than tapping. Hence the "ask him!" schtick that Jericho and others have done, over the years.
And the first time I remember the idea of tapping out to signal submission being a thing, was when Shamrock was threatening to make everyone tap out to his Ankle Lock.

I've seen the theory that it was Shamrock's schtick coming along right around the time of Montreal, which pretty thoroughly demonstrated the benefits of making submission more physical/visible.
