He beat Bob Backlund fair and square and only refused the title after a rematch that he won by reverse decision, thus vacating the title.
He didn't refuse the title when he won it, just after he didn't defend it...honorably I guess? He still WON the damn thing, unlike DiBiase or Valentine. So what's the deal here? Was it really just to keep Backlund strong in the states by acting like he never lost?

You hit the nail on the head. Back in the days before mass media was the way it is, it was a regular thing for world title belts to change hands on overseas tours, only for the champ to get the belt back the last day of the tour. The title change was then never acknowledged.
