They just had to change her look for each of her films (not that I'm complaining). Granted, it's mostly just the hair. Still, when did Scarlett Johansson look best? In general Winter Soldier.. though she did strip down to her skivvies in IM2, she was hot in Avengers as well...
Ya know, my libido abstains. She's just too damned hot to make a Sophie's Choice--if Meryl Streep hadda pick between hot Scarlett looks.

I think Black Widow looked pretty good in Iron Man 2 with long hair. I think she did her shorter hair justice in The Avengers. I think the straight hair works in Winter Soldier, but I'm not a big fan of it. It's a pretty tough call. Why did she change suits in between films? The blue suit looked pretty great on her...

winter soldier was great because she was actually used in a really smart way and was a import part of the story and was actually a spy so yeah she instantly became more appealing

Hair/look wise I think I liked the Avengers hair the best, though I think I like the Winter soldier Black Widow outfit the best... though she looked fantastic in all of them.
As for as a character ... Winter Soldier > Avengers > Iron Man 2.
She had a few good moments in Avengers that fit her skill set for instance her solo interaction with Loki in the Hulk Tank.
But she kicked all kinds of ass in Winter Soldier.
I don't remember much of what she did in Iron Man 2 other that one scene when they were breaking in to the Hammer place.

I liked her in Captain America because she showed more personality and came off as down to earth at times. Don't know why, but I liked when she was chewing gum in the hospital.
In Iron Man, she was just a robot.

My favorite look of hers is in The Avengers. It was just awesome.
I loved everything about her in Winter Soldier except for the hair. The middle part with no layers was just...inadvisable. She looked like a time traveler from 1998.

A rarity in Joss Whedon projects I know! Plus there's the whole "YOU GOT A DARK PAST! DARK PAST! HEY DARK PAST!" thing that they brought up in Avengers and Winter Soldier seemingly only so she could say "Yeah. WHATEVER." and come off as super bad-ass and super cool. Not my favorite character obviously.
Hair though? I don't know....I guess Avengers?
