Definitely the "Street Fighter" games. In fact, all of the games, except for maybe the very first one, have good music.

Street Fighter is the best, then it's either King of Fighters, Soul Calibur or Guilty Gear.
Tekken & Fatal Fury have the odd good track, while Virtua Fighter and Mortal Kombat are more atmospheric/generic music
(Except for the MK film music, which is awesome: TEST YOUR MIGHT!!)
I'll come back to highlight some Other fighting game music of which there is a great deal of greatness (Like Killer Instinct already mentioned above)

The Street Fighter 3 series had some really awesome music, especially New Generation and 2nd Impact
3rd Strike also had some great stuff though I didn't care much for the Hip Hop.
Also when they remixed the tracks for Street Fighter 4
I wish they had used these tunes for Dudley and Ibuki instead of their 3rd Strike ones.

Street Fight 2 and onwards(listen to Street Fight 1's Sagat theme, and make any attempt to defend that OST as anything but shit) got my vote, but Killer Instinct and a few others deserve honorable mention, as well as Smash Bros for an off-beat fighter. To me, the answer is undoubtedly Samurai Shodown.
Street Fighter II featured some legendary tunes, but the music, backgrounds, and character backstories have become increasingly bland and generic as the series progressed.
