Encino Man.
It's weird to me, there are movies of it's ilk like Bill & Ted's Bogus Journey or the Wayne's World movies that are so 90s yet feel timeless, but Encino Man is soooo 90s

Pulp Fiction. To me, that movie is the 1990s. I'm probably coming at this differently than others, though. To me, Tarantino was THE filmmaker of the 1990s, having emerged in that decade and making such a splash and influencing a lot of films to follow and Pulp Fiction is his masterpiece.

Clueless definitely was the movie that defined the 90s for me with American Pie as the exit leading into the millennium and the movie RUDY was my most watched movie

These movies to me just seem to reek of 90s culture and trends at the time.

Tank Girl definitely was made for the punk/rebel chick of the mid 90's, right down to the soundtrack which featured a lot of female sung alternative rock.
