You can, but you have to have extreme proof it's a notable site. Also, what's considered "notable" varies from editor to editor.

Toonzone, for example, used to have an article there. It was deleted despite the fact it's notable, with current and former staff having done even more notable stuff off-site. I and a few others tried hard to keep it from deletion but Wikipedia admins just wouldn't have it.

I know it's justified considering how abused Wikipedia used to be, but that still sounds unreasonably strict for an online encyclopedia.
