Right now we have a bonafide transitional champ as Cena seems to have the title simply to have someone for Brock to take it from. Who had the best, most substantial championship run that was meant as a transition? Edge's first run comes to mind.
This goes for any title, not just the WWE/WHC.

I don't count Edge because a transitional champ shouldn't go back to the same person as before, but it's still weird considering it was done to get bad heat off Cena, yet they put the title right back on him and once again he has a lot of bad heat.
I'll say for all intents and purposes, I'll say Andre the Giant and Undertaker's first reign due to both giving Hogan something to do without needing to have him gain the title right back.

I didn't care for him much at the time (I was also just shy of 2 years old) but Iron Sheik is easily my favorite transitional champ of all time now.

I'm with you on the Undertaker's first reign. Plus it legitimized him at an early stage in his career b/c Hogan didn't lose to anyone, and never the title. A year or so in and Taker wins it, even with a short reign, the fact he beat HH (even ignoring the outside interference stuff, just the face that he was booked to win the title), was huge. For teenage me. at As a Taker fan. My favorite guy at the time was champion, and it was awesome. I was mad he lost it a week later but hey, I was a kid.
