Eddie. The job of a heel is to get people to pay to see you get beat up. Most, but certainly not all, of Vicky's heat didn't translate to that. The flip side of that argument is that outside of her feuds with Kelly and AJ, Vickie was never in a position where she could be beat up. Edge and Ziggler filled the physical roles in the feuds she was involved in.

I think the real measure of how much Vickie was worth to WWE was during her last show, when she turned face for one night against Steph and was getting megapops.

Not even a contest here as it is easily Eddie.
Just go back and watch the promo he cut the week after he pretty much crippled Rey with a BRAINBUSTAH!! on the steele steps.
Vickie was just annoying as an on air character it was more who she played off of that worked for her more than anything, where as Eddie could toy with your emotions like a puppet master...you love him at the beginning of a show but then at the drop of a hat you hate him more than anyone else at the end of that same show.

Eddie could just be evil at times. I think more people remember fun-loving Eddie though as his personality really started coming out in WWE with this character.

Vickie is superior IMO.
Eddie is a fine heel, but he's just a switch-hitter. He's a jack-of-all-trades wrestling guy. That in itself is commendable, but I don't think "Latino Heat" ever hit the levels of "just f***ing die" his wife did, even at his most dastardly.

Eddie was a heel that you wanted to cheer for. (most of the time, although he got real nasty occasionally) Vickie was a heel you wanted to see eat shit.(most of the time)
Both have merits, but Vickie was a heel on a level rarely seen. 2 Words and the entire crowd is booing lustfully.

Eddie Guerrero definitely.
Vickie was more of an annoying comedy act. Eddie was a legit scumbag who you wanted to see get his comeuppance in that feud with Rey.

I hated the way Eddie bullied Chavo and Rey in WCW, but Vicki was a better heel overall, one of the best heel managers/authority figures ever.

Eddie. Vickie was a one note screecher that would have been booed anywhere. See also Heel Michael Cole. Give someone a microphone and let them shriek for 10 minutes, they'll be booed.
Eddie meanwhile made the Dominic angle work through sheer force of commitment.

Eddie was a megajerk to Chavo in WCW. Man, the "Eddie Guerrero is my favorite wrestler." t-shirt. I remember Chavo had a match with Jericho. Eddie asked him if he (Chavo) thought he could beat a wrestler the calibre of Chris Jericho. Eddie bonked Chavo on the head with a live microphone a few times. "Hellooooo?" Heel Eddie could be downright scuzzy. But even at his most dastardly, Eddie the Character was just too likable because Eddie Guerrero was so genuine.

I remember one time, Vickie could not get her promo out, because every time she tried to speak, the crowd booed very, very loudly. Vickie and Cena were corpsing hard, because of it. I don't think Eddie EVER got that much heel heat. I loved Eddie to death, but no, no he didn't. "Allrightallrightallright.....what?" "You are not the only one-" *crowd boos like Hitler came into the ring and ate a puppy before burning the American flag, Cena, Vickie and Ziggler burst out laughing*
