Solid yes from me. It's a gut thing, I can't really list criteria. You can if you like though. I suppose this could come down to how selective you are with that term than anything. For example...I wouldn't use that term for Sean Waltman, and I love his work.
Is anybody listening to me?

Oh, of course he's an all-time great. Is he Hulk/Rock/Austin? Nah, but who is? I'd comfortably put him in the same tier as Bret/Shawn/Taker though.

If you take out kayfabe accomplishments, then I can see it. Jericho has adapt his styles to work with plenty of different types of workers and styles which is highly impressive not to mention top notch mic skills.
If you want to list kayfabe accomplishments it gets muddier because while Y2J has some big moments, they are few and far between and a too much time mid carding for me to consider a top notch elite guy compared to others.

The constant comebacks just to job to whoever was being pushed at the time take up a lot of his later years, but yes. He's almost as much of a HOF no-brainer as Rock or Undertaker.

Chris Jericho has had a hall of fame worthy career at a time where it was still questionable if someone would get that push based on the fact that they weren't 6'5", 300 lbs.
Without a doubt I'd consider Jericho an all time great. He has the "workrate", the charisma, and the drive to climb the ladder. Without those things, he'd never be a multiple time world heavyweight champion, the man with the most intercontinental title reigns, or the first undisputed world heavyweight champion in WWE's history. It would be very difficult for him to be the Ayatolla of Rock and Rolla without those things.

Kayfabe or not kayfabe, you would have a hard time finding anyone who week-in week-out has provided more consistently entertaining wrestling television than him.

Yeah, there's no real question about it. He's one of the most seriously consistent wrestlers of all time, both in ring and on the mic. He's had a lot of awesome feuds, and the only thing keeping him from the absolute top tier is booking. If WCW or WWE had more faith in him, he'd be Austin-level, I think. Dude's a fountain of charisma and can work a great match with essentially anyone.

He certainly is.
I'd put him in that second tier with your Eddies, Steamboats and, um, Bob Hollys.
He's a Top 10-20 guy.

Even Triple H said Jericho was one of the biggest stars in WWE's history in a recent Michael Cole sitdown interview so with that said, yes.

Starting to feel like I asked a dumb question, haha. It just clicked with me the other night on Smackdown how he's one of those timeless guys. I knew it, but Inever felt it.
Maybe I've seen so much of him that the greatness has become routine. I've watched him, off and on of course, since 1996. 18 YEARS. And he's still a great performer. These comeback runs are actually solidifying his greatness more with me, because of the ridiculous longevity compared with the high quality.

I'd say he's about on Kane's level, maybe a little above it.
To me, WWE legends of the highest tier are Hogan and Savage, for being pop culture icons, and Austin and Rock for of course being megastars.
I'm going to get shit on this, but f*** it, second tier would be guys like Triple H, Undertaker, Shawn and Bret. Cena will probably be around this tier, too. Jericho might be on this tier as well, my only hesitation being that he is often gone so long, he goes long periods without making a real impact. Still, he is definitely worthy of being an all-time great.

He's not the level of Austin, Rock, etc. because of being absolutely huge or anything. But he's proven to be a solid hand in the ring, a damn good performer and is consistently over. He got over in a time when he really shouldn't have. Hell, I'd argue he set the precedent for Bryan's victory at Wrestlemania; Jericho proved you can take the guy who isn't the six foot giant and put the strap on him and see it work. He's always grown and adapted: he was one of the first to breathe fresh air into his character by doing a complete 180 and becoming "SRS Jericho", a gimmick which extended the lifespan of his career. Numerous have tried to do what he did since; few have succeeded.
I dare to say he's proven to be more of a company guy than the likes of Cena or Hogan. He's always willing to come back, but it seems like he's never back for Jericho; he's back because he loves wrestling, he loves the 'E, and he wants to put new guys over like his idols before him did.
Hall of Fame headliner, hands down. He'll be the guy the wrestling fans clamor to get in to the Hall of Fame on the merits of his ringwork and career. The kayfabe achievements are just the icing on the cake.

He's definitely below a lot of guys that people won't admit to though. Triple H is way above him, yet everyone will be appalled at that
Fact of the matter is he was never a consistent main event level talent until 2008 and even then his run didn't last as long as many others in similar spots

The only way you can argue against it is out of kayfabe if you don't like his work. In kayfabe he's got more reigns with the IC title than anyone, beat Rock and Austin in one night, first Undisputed champion, tagged with Hogan, was over wherever he went regardless of the crowd, actually made a comeback where he was better than ever unlike almost everyone in wrestling history...
And out of kayfabe, I think people who aren't entertained by him that's obviously subjective, but saying he's got no talent at all would be ridiculous. He can adapt to almost any match style (this is one of the last of that generation of guys who worked Mexico, Japan, Germany, Canada before even hitting the US), had shitloads of catchphrases, could turn shit into gold, could be funny and goofy or serious, could be face or heel. The guy has it all.
And all this at 200lbs and a shade over six feet.
