He's had a lot of huge and storied rivalries, and I think there are cases for a lot of people. I'd have to go with Piper simply because (at least to my knowledge) I don't think they've ever aligned in any way. Piper seemed to exist for the sole purpose of taking down The Hulkster, and the two couldn't be more opposite.

Hogan and Piper DID have some tag matches after Piper's face turn, but they were more on the level of "wacky mismatched tag partners", not true allies.

That's a tough one...
I could argue that Andre and him drew the most, but honestly I think he crossed paths with Savage far more often. His return feuds with Piper and Warrior in the late 90's were pretty forgettable.
So yeah...probably Savage.

Gotta be Savage, I'd call him rival though instead of arch nemesis.
Now Hogan is Heenan's arch nemesis but not vice versa.
Also an argument can be made for "versions" of Hogan, because in the Hollywood days it would be Sting without a doubt.
While I love Piper I think he's just more of a thorn in Hogan's side than anything else.
Either way Macho wins it for me.

I think of Randy Savage as more of a rival than arch-nemesis, so I choose other: Million Dollar Man Ted Dibiase.

I have to give Savage the edge on this one. He was the one who got leg dropped the day the nWo was born and had more history in general with Hogan.

I went with Heenan. If Hulk Hogan was Superman, Bobby Heenan was Lex Luthor, behind the scenes always sending "robots" or "monsters" out to fight him.
