I agree with Chris Candido and Shane Douglas I would have liked to see them as a tag team managed by Sunny.
Hakushi is Definatley one mis used.

Yeah the Scorpio one is annoying, it's a shame he didn't debut when they were going full force with the edgier product, I know he eventually reverted back in the Attitude era but it was clearly too late then and according the wiki he asked for time off for personal issues and was released. It's depressing just thinking about them coming up with these stereotypical black guy gimmicks, you have this bad ass coming in and the best they can come up with is "ok he's flashy, he's funky, he dances! We'll call him Flash Funk and he'll come out with dancing girls, The Funkettes!", I know they like to have "fun" stuff like this for the kids and whatnot but ugh. Ok maybe I was a bit too hasty to slam WWF for coming up with the dancing stuff www.youtube.com/watch?v=2hml0Nu3X0sId still rather this version of his character than Flash Funk though.

To go in a different direction, Ken Shamrock, because he was gone in under two years and as such was a total waste of time and push going into the hottest period in the industry's history.

Came in this thread to say Vader but that's already been covered. I'll go with one out of left field: The Jackyl aka Don Callis. He would have made an excellent mouthpiece for someone they needed to get over. Instead they just wasted him with guys like Kurrgan, the Oddities and the Acolytes. He was another guy who wasn't very liked backstage. The Hardy Boys tells a few stories in their book about when they first started out in WWE. All the boys used to make them play ribs on The Jackyl because they didn't like him. I think his nickname was monkey boy or something like that.

Rick rude. The guy could talk and had a solid history to go off and he was placed in a suit to stand silently behind dx and do very little. Could have been used to get someone over who needed it and who had limited mic skills.

Luna Vachon really should have gotten at least a short run with the women's belt.

Shamrock was badass and was incredibly over for a while. His downfall was probably his lack of promo ability but for me he made up for it in intensity. No reason he couldn't have been a WWF Goldberg or a precursor to Brock
