I mean in terms of how important it is to the title holder. The message Brock is telling people is that he has better things to do than defend it. Unless I've missed Lesnar literally telling people this, I don't get that message from him holding the title at all. What I see is a title and title-holder who are a bit of a throwback to when the main guy(s) weren't on TV every week. The title wasn't defended every month. Hell, at that time you could defend the title on every PPV and it could be 1-4 a year, then add a few MSG shows and whatnot to that. The biggest problem with the current title situation that makes it SEEM that there's a void with the WWEWHC not being defended on every PPV is the fact that they've treated their secondary and tag titles like they're absolutely meaningless for the past 10 years or so It isn't being mentioned on television at all though. All we get is Paul Heyman showing up once in a while to speak to the number one contenders. The company hasn't even made an effort to have Brock hype himself as the champion. It's like the guy is a distant memory. In the past, guys like Hulk Hogan would show up seldolmly, but at least you had those vignettes every week at the latest, or appearances at house shows. Times have changed too. The reality is that there are more pay-per-views and an expectation that the champion defends it there more often. Now every title doesn't seem as important.

Yeah, but it's doing more for Paul than it is for Brock quite honestly. You look at guys like Mr. Fuji that overshadowed a lot of the people they managed. I just don't like that. I guess you're right that it's better than nothing. Maybe I'm just asking for too much.

This is where the WWE can actually get creative and start building the stars they have, coherent storylines, and start building up the other titles to mean something that way when they do face Lesnar there is a sense of believability. Due to their stubbornness or fear of creating new stars, they're stuck in this position because of their own inability to think of the future.

To be clear, Lesnar isn't there "just because". The only reason he is not there is because of the structure of his deal. He gets a hefty fee for every shot he does. Couple this with the expectation of a less then stellar subscription number on the 30th of this month means that at the moment WWE can't justify the expense of bringing him in.

It's situations like this where they could've built up Cesaro, Sheamus, Ziggler, Big E, Ambrose, Rollins, Miz(as an underdog tweener possibly), Cody Rhodes, and even Kofi in order to test the waters of their youth for future main event statuses. They're constantly shoving Cena down everyone's throats, more or less saying that only HE can beat Lesnar, and in the process completely marginalizing any form of progression for their roster.
Remember on Raw when they had Taka Michinoku face Triple H for the championship? Yeah, he didn't win, yet they still had a great match and it made Taka for that night at least appear like a threat against him. They can easily do this with Lesnar if they just used their brains.
