Jake Roberts, hands down. All others mentioned so far had some motivation for what they did, and Vince is just bat-shit insane. Jake however, was evil for the sake of being evil. "Trust me...trust me...trust me..." Maybe a case could be for Big Boss Man in 1999-2000.

'99-'01 HHH-An old school, you want to pay money to see get his ass beat heel. Terry Funk-Such a great heel he can make Flair a sympathetic face you care about.

What I love about Triple H as a heel is how he totally committed to it- he wasn't afraid to be hated. Plenty of heels like to play up to crowds and be popular or "cool". Triple H never took the easy way out to getting heat.
He was my frickin' hero in 98-01. They're still some of the best years any wrestler has ever had, in my view

Triple H is my pick. He was such a good heel that people still hate him on an irrational, personal level to this day. Oh come on, it was hardly irrational hatred. He deserved it for how he booked himself during his reign of terror. I'll go with heel Jake Roberts.

A heels job is not really to get the crowd to hate them so measuring it by heat is not really fair.
A heels jobs is to get the audience engaged in their antics and get them to cheer when the face reacts to said antics.
So a heel should really be judge by how much louder the face is cheered when they are feuding with said heel.
Comparing Austin's cheers pre Vince to post...I think Vince wins.

I'm really going to have to give this to HHH. Why? Well, he brought smarmy, arrogant, privilege, to a whole new level of evil. He held people down in kayfabe and in real life. By the time he had his 3-way dance with HBK and Benoit at Wrestlemania, you didn't just want to see him get his ass kicked, you wanted to see him destroyed and lose everything that ever held dear...especially the WWE Title.
There was a point in that match when he was beaten so bad that he was on his knees gasping for breathe, gushing blood, and as pitiful as I've ever seen him look. That the bad guy got what he deserved. It was the only time in my life when I wanted to see someone so vile be kicked and humiliated while they're already down.
Further disdain for the man came from a deeper dislike of him for how he cheated on and ditched Chyna for Stephanie, beginning his ascent to the top of the WWE Brass by sleeping with the boss's daughter.

Cheap heat. The heel equivalent of name-checking a town or local sports team. Not that heinous acts aren't a staple for getting a heel over but when that's all you've got to do it then IMO it's very cheap heat.

I'm reading Jericho's third book now, I think we could certainly count him at a certain point considering not long after he punched Mrs. HBK, fans legitimately tried to attack him. If I recall it was in Vancouver and they attacked him while he was getting into his car because he'd cut a promo where he denounced his Canadian citizenship. I'll be honest, it mostly just makes me happy that full blown marks like that exist (luckily no one was foolish enough to cut a scathing heel promo at the house show I went to in Red Deer last year. There might have been a riot ). EDIT: Sorry, not sure why I said Lethbridge when it was actually Red Deer. That is weird, considering they're not even near each other........

IMO the Mr. McMahon character is by far the greatest heel ever. Firstly, it was extremely realistic. He was legitimately the boss and owner of the company and he was so good at being evil. It was a very easy thing to do, but Vince himself is such a damn good performer (if a ham at times) that made it that much better. It can't be understated that he had great characters in the face roles as well. Stone Cold was the perfect guy to be Vince's foil and The Rock and Foley weren't far behind. It takes two to tango and great heels that don't have a good babyface to work with won't have as much of an impact. Vince had the luxury of having several.
In terms of workers only, there have been better, but the line between real/work with Vince as Mr. McMahon was very blurry. Its a lot harder for a regular worker to beat that sort of already built in intangible.

Triple H is not a great heel, he gets people to boo him yes but there is more to being a heel than that. A heel exists to make the face look good and convince the audience that the guy he's working with is -the- guy, is a star worth parting with their hard earned cash to see, which is something that Triple H failed to do time and time again. Business suffered due to Triple H's run on top, the audience shrank because people were tired of being burned time and time again and got sick of seeing Triple H standing tall after defeating all comers, running people down in longwinded promos without any real comeuppance.
People defend him not putting people over and say it's down to him having 'an old school NWA' mindset, but when guys like Ric Flair went against a face back then, they'd try and make sure that the guys they worked with came out looking strong in defeat, something Triple H very rarely did when he was a full time competitor, he seemed to specialise in making guys look inferior to him in victory or defeat. Compare that with Vince who is a great heel, when a guy worked with him you could tell he was trying his hardest to make sure the guy came out the other end of the feud looking strong and he would do so no matter who it was, whether it was his son, Steve Austin or Bobby Lashley.
