Leslie Nielsen. In all honesty, though, I've never seen Christopher Lee's Dracula so I can't compare him to Bela Lugosi's. However, given how wonderfully Lugosi nails the creepiness of Dracula's personality (you know, all that vampire stuff notwithstanding) Lee would have to give a hell of a performance to top him.

However, given how wonderfully Lugosi nails the creepiness of Dracula's personality (you know, all that vampire stuff notwithstanding) Lee would have to give a hell of a performance to top him. He wasn't the same as Bela, but was still very good in his own right. Somehow managed to the convey the character with minimal dialogue the first few times he donned the cape.

It's tough to answer, because the Dracula character has been interpreted and reinterpreted over the decades to mean so many different things. The movies that've been made have adjusted to changing cultural norms and made the character something different for the audience.
It'd probably be simpler to divide the Dracula movies up into general categories of what type of character they ended up being portrayed as. Are we talking about Dracula, the charming and civilized nobleman, yet sinister and pure evil horror villain? Bela Lugosi and Christopher Lee would go in that category. Dracula, the tragic, Byronic, passionate, gothic romantic hero? Frank Langella and Gary Oldman's interpretations fit that bill.
And this isn't even counting those that try to connect Bram Stoker's vampire with the historical Vlad Tepes. That muddies the water even further: are we interpreting Vlad as a bloodthirsty, genocidal tyrant? A ruthless, yet effective patriotic ruler who used whatever methods necessary to protect his homeland from invaders?
Heck, Dracula Untold (which I actually enjoyed) just added yet another innovative new interpretation of the character: Vlad Tepes the courageous and honorable prince who sacrificed his humanity to save his family and his people, and who became Dracula, the powerful warrior and defender of his homeland.
It all really depends on what you look for in the Dracula character, how closely you try to connect him with the historical Vlad Dracula (who, it needs to be said, Bram Stoker barely ever knew about when he was writing his novel), and what you think this character represents.

Bela Lugosi was THE Dracula to many people....
That said, I Believe Christopher Lee to be the most likely person to actually BE a vampire.

Bela Lugosi, almost objectively. The character and the performer are practically inseparable.
Christopher Lee, as good as he is, mostly scores points here just for being "good Dracula who isn't Bela Lugosi."

William Marshall He played a different character (Prince Mamuwalde) who was turned into a vampire by Dracula. I love that movie, by the way.
