I think they will eventually, or at least I hope they will. The guy has definite potential. Potential has a shelf life. His had a VERY short one because of his late start. He is 6 days younger than Cena. oh no shit...I didn't know that.

He proves time and time again that he is right where he belongs, at best. Given his size, it's almost comical how non-threatening he is. Right around the time he turned on his partner, he looked pretty badass to me. He came off as a strong psycho guy, he even did a pretty decent promo right after. (Hell I didn't even mind if he is not as polished as other guys and makes mistakes, it makes him look even more dangerous). If there was a time to push him it was that time. Which says to me, they never will. That experiment lasted a few weeks. I think either Vince or HHH just look at Titus as a comedy guy and that's it.

For someone as big as Titus, they've never really sold him as any type of monster juggernaut destroyer type of guy. Yeah he does power moves in the ring, but his matches seems to play out as if he and his opponent are near equal in size.

You don't have to be a giant like Brock or Henry to be threatening, you could be someone that's ripped like Titus or Lex Luger or Lashley. Some of them who made their careers being "power guys". If you add that physique with that psycho attitude, you could push a guy like that as a scary guy easily. Hell look at Roman Reigns, he's not Brock but they are pushing him as this badass dude.

Titus would be a great manager. He's good on the mic, he has a nice look. The thing is he might look "too" much like a wrestler so they can't throw him into the manager role yet. I say put him as a midcard enforcer who's good on the mic and keep him that way. Don't let him do too much.
