I think most people have to give Worst to December to Dismember. Unless you count it as an ECW PPV (you shouldn't really). Then it's much more open debate.
For worst non-December to Dismember PPV from that month, well In Your House: It's Time from 1995 is supposed to be bad. But I enjoy watching PPVs from that time even when they aren't great so I can't really say that one was the worst.
As for the best, I thought Armageddon 2000 was a lot of fun. Not the greatest five star matches or anything, but a really fun card and a good main event.

Armageddon 2003 was pretty f'n bad. The only match I remember being decent was Orton/RVD.

Rock Bottom: In Your House really exposed how top heavy/bottom weak the '98 roster was. The whole thing looked like a schmuck operation.

Best would probably be TLC 2012 or 2011 I'll just give the edge to 2012.
For sentimental reasons though the 6 man HIAC match will probably always be my favourite match from a December PPV.
Worst I don't remember really, last years wasn't that great I guess

Seasons Beatings (only this high for Bret vs Davey Boy, one of my favorite matches) 14. Armageddon 2006 15. Armageddon 1999 16. Armageddon 2003 17. It's time 18. Armageddon 2004
Those last four PPV shows are brutal. It still beats me how some stuff in 1999 made money.

Rock Bottom was mediocre, not really bad
1997's DX IYH was pretty atrocious iirc, Taka/Christopher was good but disappointing, Rock/Austin was spectacular but really short, and Shawn/Shamrock wasn't too good as expected because of Ken's 8 month wrestling experience. everything else uhhh

I really liked both 2011 and 2012's TLC. Difficult to choose.

Most of the Armageddon PPVs stunk. 1999 saw McMahon vs. Triple H because Test was too much of a weenie to fight for Steph, 2003 was an overall lame show, 2006 saw Joseph Mercury's face explode, and the less said about 2007, the better.
As for the best, 2012 TLC. Cesaro defending the US title, the blossoming of 3MB, Ziggler retaining his briefcase, and, of course, the TLC match. 2011 is a close second with the main event and a surprisingly good Triple H/Nash match.

December To Dismember is probably the worst (though I admit I love it in a strange way because of the historic signifigane of it signaling the end of the real ECW as well as the beginning of the end for the brand split)
As for best, I would say the TLC that had Jerishow vs DX for the tag belts as the main event (2009?)

If I wasn't so jaded as a WWE fan I probably would have enjoyed it even more. Probably one of, if not the best years of programming for WWE in a decade.

Joey Mercury's face might have exploded in 2006, but while that was really unfortunate the actual match was incredible. The rest of the card wasn't really memorable, but I wouldn't mind revisiting it. I just looked it up and I think Kennedy/Taker was at least okay. Kennedy was probably doing the best work of his career at that point, which as it turned out wasn't say much, but at the time Kennedy seemed really cool. Also, Finaly main evented in a tag match and I enjoyed Finaly's WWE run if for no other reason than the WTF factor.
