The original Majin Fat Buu was pretty cool. I also liked how Hercule and a puppy were able to calm the evil out of him by you know, actually being nice to him.
The Super Buu and Kid Buu were basically just retreads of villains we had seen in the past so they weren't as cool.

I will say that after villain after villain threatening global destruction and talking about it more than attempting it, it was really bad ass to see Buu give Vegeta a "f*** you" scoff and just blow Earth the hell away.

He turned a complete 180 on me, I thought he was pretty annoying in the Cell saga, but I love him in the Buu saga.

Majin Buu actually got heel heat from me. To me, all the other DBZ villains were either too bland to care about (Frieza, Broly) or too cool to die (Dabura, Cell) with very little in-between.
Buu was annoying, but in a way that made me want to see him die horribly at a Z-Fighter's hands. Maybe it was his voice. Maybe it was because he was obese and I have subconsciously stringent views on body image. Maybe it was the fact that he literally tried to kill Goku at one point by sucking him into his gut. I don't know what it was but for the first time in watching DBZ, I wanted the villain to get his...
...so yeah, I believe the Buu Saga is underrated.

I loved Super Buu after he absorbed Gotenks, Gohan, and Piccolo even though he was essentially a Perfect Cell retread.
Maybe that's why I was such a big fan of that incarnation.
Personally, I would have preferred Dabura to have either had a more prominent role, or even be the main arc villain.

It's sort of a mixed bag for me. On one hand, it did seem Toriyama put more effort into it then the Cell Saga, and Fat Buu was a great throwback to the original Dragon Ball style of villain, and Super Buu wasn't too bad (Kid Buu can eat a dick, though)
But it marginalized everyone who wasn't a Saiyan and Goku stole Gohan's thunder. So, eh.

Could that not be applied to the show's entire run? I feel like this would've been one of the greatest shows ever made if they cut 10 minutes of nothing out of every episode. You'd probably like Dragonball Z Kai, then. They basically did that, removing a lot of filler. The only bad part of that saga was they do that awesome fight where Goku and Vegeta are on even ground again, with all that characterization about how desperate Vegeta is just to be equal to Goku at that point, and then almost immediately have Goku go "lol, holding back, MULLET NOW" and kick the crap out of Fat Buu only to get teleported away because (insert bullshit here).

That arc was awesome for the single fact that Vegeta technically got the last fight in the series. Not only that, but he was incredibly outmatched and essentially Rocky 1'd Buu by going the distance until Goku could use the spirit bomb.
...In fact I just all around love the fact that the final villain was defeated by the tag team of Vegeta, Goku and THE HERO OF EARTH, Mr. Satan/Hercule.

I think Shonen Jump and Toei Animations are most to blame for how half-assed the saga seemed at times. It was pretty clear to me that Akira Toriyama had no interest in continuing to that point.
He cared so little that, if I remember correctly, they had a panel in the manga where a character pointed out that he used the same animation 3 times and a drawing of Toriyama then appeared to apologize to the readers right in the middle of a scene.
All of the blame for GT, however, goes to Toei.

I can go on and on about the Buu Saga as a whole and where I think it's awful and how I think it's good. But as for Buu himself, I thought he was cool minus Kid Buu. I think I liked him more then I liked Cell (Hated phase 1 and 2 cell, Perfect Cell is amazing). Baby Buu and Babidi really had this Lesner/Heyman thing going that was neat. You knew that Buu was going to turn on Babidi sooner or later. Baby Buu was just a brat that will kill anything things don't go his way and that's more then enough to make baby Buu a legit villain.
Super Buu I thought was freaking awesome and might be my all time favorite DBZ bad guy. They added to the spoiled kid thing and then made him a total badass. I was not big on kid buu but I think it might be because I liked Super Buu so much more.
