No way to know for sure, but Kane probably could have gotten a couple more world title runs and a few less crazy storylines if he wanted to. I know there was a story saying he turned down the chance to end the Undertaker's streak at Wrestlemania 20, which if true is an example of using your clout to NOT go over your opponent. I'm pretty sure I heard he turned down a title run when Edge got injured so the next guy up was Khali....yea this was the worst use of backstage pull.

Right now, I'd say Roman Reigns. You'd think with Vince wanting to push him to the moon, he'd be more vocal on his bad lines.

I don't know the worst, but the best? Well, that's got to go to Damien Sandow, who rather than book himself as champ when he was made head booker of OVW, instead booked himself to be having threesomes with Shelly Martinez and Beth Phoenix.
I think Rick Victor might've done something similar in FCW as well.

With his power and influence he could vastly improve WWE booking and make shitloads more money than he does. By going along with the flow, he stays as #1, but is far staler than he would otherwise be.
