I've always thought the best way to make Cena a heel would be to pretty much keep him the same, but acknowledging that he's backed and supported by the machine. He'd basically be a delusional heel who is all about WWE and still giving the same passionate speeches about how much he lives and breathes WWE, and justifying his and The Authority's actions by saying it's best for business. I doubt that's where they're going with this but it keeps the heat on him without also making him a cool heel fans want to cheer for.

Honestly, the only thing they need to change to make him heel is the commentary. Instead of riding his junk, have Cole and Lawler start pointing out what a crappy friend and hypocrite he is. You make that one change, and he's a complete heel.

I wouldn't let Cena start cutting WWE-style heel promos, honestly. I'd keep him exactly as he is. A delusional guy heading towards the downswing of his career, but still desperately thinks he's "with it", still a rebel, still anti-authority, just completely unaware of how uncool he is, and the only people left are like him are little kids who only like him because he always wins.
He should be completely self-absorbed in his "I'm a superhero, I'd do anything for the WWE" delusion, but increasingly obvious through his actions that he only looks out for his own good (no matter how much he tries to convince himself otherwise).
And yes, have Cole and King/Booker start pointing it out.
Heel Cena doesn't need to cut cocky, cool promos that run people down.
He just needs to be the delusional bumbling idiot who still thinks he's Superman but he is tearing WWE apart with his obliviousness and tunnel vision (and refuses to accept it no matter how much someone else tries to point it out to him).

Triple H was going through WWE Network archives and noticed that one episode of Smackdown where Cena smacked Steph's bum

Cena has been a heel for years. He is never going to "turn". The people who dont like him boo him and the people who like him cheer him.

Cena teaming up with The Authority to me would be a repeat of Austin teaming with McMahon, only less good. And even that was considered a mistake at the time. What I'd want is something more like Hogan teaming with The Outsiders.
One of the big downsides of the corporate overlords is it limits the roles you can have, especially for heels. Most heels are sycophant suck ups to the corporate guys. It works great for Seth Rollins, but it doesn't suit everyone's character. There should be other ways to be a villain other than aligning with the WWE corporation. Bray Wyatt at least hasn't teamed with them.
Cena's character is beyond stale, and him cradually going into a slightly paranoid egomaniac kind of heel I think would be a great thing. And of course he shouldn't realize he's a bad guy.
