Like they invented the Super Solider Serum 70 years ago. Why can't they inject to most of their military personel and literally have an army of Super Hero's?

They killed the scientist that invented it, who stupidly wasn't recording his research. Steve Rogers was simply the test subject.

Plus most attempts to redo project rebirth ended badly for the test subjects, mostly they ended up with mental instabilities .

In years since, they've had a few stories about other super soldier attempts, including "Protocide," an evil super soldier (ah, the late '90s/early 2000's) created with IIRC a close but still quite flawed version of the serum, and the TRUTH miniseries, which revealed that the US govt secretly tested the serum 1st on a group of black soldiers (things.......did not go well).
But the primary answer has been stated: Dr. Erskine was killed, and conveniently the only person who knew the recipe for the serum.

Abomination started out that way in The Incredible Hulk if I recall, so they had some samples/knowledge leftover.

One of my favorite things about the Marvel Cinematic Universe is that they've based so much of their continuity on various scientists trying to duplicate what Prof. Erksine did to Steve Rogers. Ties the universe up in a realistic way.

One of my favorite things about the Marvel Cinematic Universe is that they've based so much of their continuity on various scientists trying to duplicate what Prof. Erksine did to Steve Rogers. Ties the universe up in a realistic way. Exactly! I know in Avengers they tied the Hulk in with one line from Coulson.

There is also Bucky aka the Winter Soldier. I dunno about the movie version, but the comics Bucky/Winter Soldier does not have the serum in him and never did. He's a cyborg, instead. He isn't though Isaiah Bradley was the first. We found this out during a mini-series. Plus there is Josiah X Actually not. Rogers was already active when all that went down. The writers and some pub materials pushed it as such early on when it was still going to be an out-of-continuity project, but that was never the actual case by the time it was actually published; even in Isaiah's book, the time period things went down occurred after Cap was Cap, as the last issues reveal. en.wikipedia.org/wiki/Isaiah_Bradley#Captain_America_timelineTons of attempts to replicate the formula in the MU. Even Man-Thing is a result of a botched attempt. The 1950s Cap and his Bucky (later Nomad) both had a faulty version in their systems, causing them to go insane. It's not the same exact serum as it caused some mutations (the spinal ridges) and mental deterioration, which is most likely why the project was initially abandoned. Zola obviously was conducting similar experiments from what he had learned while Erskine was in Hydra captivity, leading to Bucky becoming Winter Soldier.

In Agents of SHIELD, the Centipede serum is said to be made partially from an offshoot of the SSS.

You may have a point. Nuke does come to mind, also the 1950's Captain America/ Burnsides had a mild obsession with the original Captain not just Captain America either. Captain Atom's arch enemy Major Force had the same power set as him because someone said "y'know that guy with the godlike super-strength and crazy quantum field powers? wouldn't it be better if he was a psychotic rapist?"
