Vin Man's the final say, and is stubborn as f***. So I'll say him for not calling an audible, and even before that trying to turn Roman into Cena, instead of the silent badass that wrecks shit.

Vince is the man that approves everything that happens on this show.

Vince McMahon. Everyone agrees that he has the final say in what goes on during his shows and part of the reason no one wanted Roman Reigns to win is because his promos(That were written by Vince) were terrible. He's responsible for throwing more than one middle finger towards the fans in the match and making it to where it was certain that the person he had booked to win would not get anything other than a negative reaction.
And the worst part is, he knew that's what would happen and did it anyway. Why else did he have The Rock drop whatever he was doing and fly to Philly? He thought that Rocky would appease the crowd since he's always gotten a warm reception there.

Daniel Bryan, Dolph Ziggler, Dean Ambrose, Ryback, and Damien Mizdow for being too over with the live crowds.
I'm joking, but I don't doubt that there are some higher ups backstage saying something very similar and probably some posters on here that would actually try to argue that as well.

I don't know about 'fault'... but what I will say is, while paying fans are entitled to their opinions/favourites, I'm not sure about the benefits of shitting all over the last hour of a show like that. I felt bad for the people who were there and still wanted to enjoy the show. Leaving would be a much more effective protest if you're that angry.

Definitely Vince. His time has long passed and he really needs to go. He won't, but he certainly should.
