They've been talking about Reign's Royal Rumble win as controversial ever since Raw and, I have to ask, what is the controversy exactly?
Like, we all know the issue was the booking and the fans rejecting it, but short of saying that, bringing that up makes no sense. If Rusev had won after Reigns was attacked by Big Show and Kane and after he thought he had won the match when Rusev was on the outside, there would be plenty of controversy because they had actually rung the bell. As it stands, Reigns overcame the odds of surviving the two giants, being attacked by those sore losers and a sneak attack by Rusev to win The Royal Rumble; it's cut and dry.
Also, on Smackdown, when Triple H showed the footage to talk about the controversy, they didn't focus on the boos, they targeted the post match beatdown by Show and Kane, Rock coming to help his cousin and Rusev getting tossed out.
I know there are some people thinking that they'll do something to fix the match at Mania and do something with Bryan, but this just seems like Triple H will say that Rock running in was unfair and book Reigns vs. Big Show for the spot or something.

Yep. Again I hate the semi-kayfabe crap. What has Reigns do in the storyline to create a controversy? This hole deal of using reality to advance storylines without explaining why or tying it in annoys the hell out of me.

I would guess that he'll have to defend his title shot against Kane and/or Big Show at Fast Lane. Because, you know, he has such great matches with those two.

If you want to play along, you can go with two controversies:
1) The one about the fans booing the RR winner (it was addressed on Raw in the interview)
2) Heels like HHH and JBL can play up the fact that he won only after Rock interfered on his behalf (ignoring the fact that Show and Kane also intefered after being eliminated)

I'm gonna go with premise 2. HHH says that Rusev was tossed after the Rock was involved. Leads to a tag match at Fastlane: Reigns/Cena vs Russev/Rollins at Fastlane for the main event. Gets rid of the need for an F finish with Cena vs Rusev prior to Mania and maybe they can work Rollins and Reigns a little bit to see if they can have a better match then the did in December.

In kayfabe? Not a goddamn thing. It's simply a crutch WWE lazily use to give the illusion of some edge to their bland, vanilla babyfaces designed to appeal to every demographic when the crowd rejects them.

Technically the Bell Rang after The Big Show and Kane were eliminated therefore the match should have ended but they forgot about Rusev

The crowd could play into both real-life and kayfabe in the same way: they hated the result of the Royal Rumble.

It could also play into the Authority using the negative crowd reaction towards the Rumble to their own means to topple one of their "enemies" in Roman Reigns.

And Eric Rowan was never officially in the RR, so the real controversy is if they count him in the stats going forward.

You could accurately refer to Cena's reactions as controversial. Let's go Cena - Cena Sucks! is a controversial chant by definition. - a prolonged public dispute, debate, or contention; disputation concerning a matter of opinion.

The ring was tilted by about a centimeter, giving Roman Reigns an unfair edge as his ring gear was specifically weighted to take advantage of this slight unbalance. Curtis Axel found out and was gonna tell everyone (as a true heel, he stole the idea and had his own balancing ring gear but was hoping to keep it a secret), but Erick Rowan, who was actually Roman Reigns in disguise the whole time, took him out. Daniel Bryan's hands were covered in grease, Ryback was in too deep in spiritual debt to the Boogeyman and eliminated himself, DDP made Titus do too much yoga causing him to mistime his elimination, Wyatt thought he saw Batista in the crowd...
And Dean Ambrose? Well, Dean was drugged by oh, let's say...Bo Dallas.
