It feels like it's been a decent amount of time since anywhere has reported the quarter hour ratings for Raw (as in viewership gains and losses for every 15 minutes for Raw) and I'm wondering what the reason was. Was pretty much the best ratings indicator we had in terms of if someone consistently gained or lost viewers when they were on tv and I'm curious if they just aren't getting reported or if nowhere's actually obtaining them anymore

Hasn't been reported anywhere I know of. I don't even think the rating has been reported, it is usually a guess based on the viewership which is the only solid number that gets reported.
EDIT: Been months maybe longer since there has been an actual rating.

Yeah the viewership is what I mainly meant. I saw a chart about quarter ratings for 2011, 2012, and 2013 and it made me wonder what the 2014 numbers looked like.

Last time I can recall them coming out was we were getting them most weeks during the run up to Mania 30.

True answer.
Outside of possibly live events, television and broadcast ad sales really doesn't care. They want demo data. They could care less who popped a rating on RAW.
If the people that pay Nielson to track numbers don't need it they don't report it.
Still used by Arbitron for radio but TV it's not used.

The only quarter the WWE probably cares about is the overrun too. The quarter ratings let them book the show around when the highest rated point of the show is. That's why there was a point in 2013 where the 9:00 segment was getting something better than the 11:00 segment.
