Not even talking about their moveset or booking, just how they would respond to certain situations.
My top guy would have the same connection with kids as Cena and Hogan, an obvious "wrestler" look (long tights) but just colorful enough, and would be happy to work with most babyfaces but not to a Sting "gee, what could possibly go wrong?" degree. I wouldn't have them be humble per se, he thinks he's capable of being the best, but he's not meanspirited or condescending.
Promos would be more "threatening" than jokey, I imagine I'd direct them with a Mark Henry or a Stan Hansen "I'll kick your ass" vibe than them trying to make up Rocky style punchlines. Somewhere near an updated Mr. T, I guess, they would have that oomph in their personality to hopefully not have older fans throwing garbage at them, but still idealistic and heroic.

Combination of two things. 1. Personality would be this segment. He's quietly confident but not above being shaken. He has faith in his abilities but admits he can become stronger from people believing in him. He values pride above all else but isnt afraid to show true emotions. He's subdued and humble but also genuinely believes hes a space alien. Thats the kind of guy you want to see succeed. 2. Character would be everything Onita does at the end of this. After having a grueling match, he still doesn't stop when the situation becomes more and more dangerous. When he tries to escape but stumbles and realises he can't, his first instinct is to make sure the referee makes it out instead. When he realises Funk is about to get caught in the explosion, he rushes back in to try and save him, ultimately even sacrifices himself to make sure of it. When Funk chastises him for this, he doesnt get mad. He just quietly absorbs it. Just sits and mulls it over with a half smile at the situation. However, he will get mad at the fans breifly for being too bloodthristy but will the end still live and breathe for them. Its about not running from from situation and putting in the effort to do the right thing even though its the harder route.

Someone who the kids can love, but the adults can still respect.
A babyface who's able to beat a brutal villain into a bloody pulp as they are dancing around like a goof with Hornswoggle or El Torito, and have neither of those things seem like they're out of character for them. Able to make it clear they like and support the other face wrestlers on the roster without being tied to any of them and always be there to help them. Someone who will make it clear when he gets in the ring with you, you're in for the fight of your life and he will move heaven and earth to beat you- but also isn't adverse to cracking a couple jokes to make people laugh at the misery of their opponent.
...the sad thing is, in a perfect world, Sheamus would tick as many of those boxes possible for "ideal top babyface personality-wise."

The way Sami Zayn is in NXT, is pretty close. This is probably the generic, go-to answer that is "in" right now, but I would have to agree. He's so damn relatable. Not too undersized but obviously not a big muscle guy nor as lean and ripped as a smaller Balor-type. Legit 'hardworking' background (so that it's apparent that he actually earned his success). Seems like a guy that you could go grab a cup of coffee and/or a beer with... maybe even at the same time. Also, I REALLY like how he has been adding more attitude and anger to his character lately with needing to win the NXT title and the Owens aftermath. A couple months ago I would've said he's a bit too smiley and dancey (aside from maybe the Cesaro stuff).

Well, here's what I would based it off. Whoever can get the crowd to go "yay!" the most. Because, at that point, it really don't f***ing matter what my preference is. You push whoever connects with the fans.

A guy who's a hardworking, honest hero, always does what's right, even if it means he doesn't always win, even if he suffers for it, but is always committed to doing things the right way. Bit sarcastic and jokey, has a definite laid back side, but doesn't crack lame jokes or goofiness about his opponents, he's intense and serious and intimidating with his foes. The sarcasm & humour would be more apparent in other interactions and promos, think CM Punk style but less of the at times mean-spirited, or shoot-y, nature. He'll go a bit meta or point out something absurd, but not full on 4th wall breaking. And the way he wrestles is a very eyecatching style that can appeal to kids as he comes off as a real life superhero with his strength, speed, and wow-factor range of moves.
Given Cesaro has literally all of these attributes if you've ever seen him get a chance to cut promos as himself, it's no surprise he's the face I'd build the company around. But as said above- doesn't matter who the booker would build the company around, if the fans like somebody else more.

I won't say antihero, super human, underdog, or any these things explicitly. But here are
- Relatable to a force in today's culture that counters the bad of 2015's oppressive machine
- Having some connection to each of the demographic types (men, women, kids)
- Less is more. Not part-time, but not 5 hours a week exposure. Something like Austin, minus the injuries. Just enough time away here and there. Give us a reason to miss you.
- I'll take 4-5 meaningful title reigns over 20 useless ones
- Someone that does something we all want to do, but don't. But things that aren't impossible for any one person.

I don't really dig the idea of a #1 top guy, especially the way WWE tries to force it lately. I'd just let the few top guys at any given time be the main event scene and have great feuds with eachother over the belt. I don't have a mold for the ideal one, ideally every year we have a completely different kind of guy on top etc.
For me personally, it'd be somebody like Rob Van Dam. Not the usual heroic character, not over-the-top Cena/Rock kind of character, something a bit different. That kind of laidback cocky character is something we haven't seen too much in the main event. He almost is too laidback for the heels promos to even work on him, it's great. And in ring, RVD is my favorite style to watch.
But, I'd also love somebody like a babyface monster Brock as the main guy too, or The Undertaker, no real formula for it.

It's a point Austin hit perfectly regarding Ambrose, but if there's one quality that is drawing the crowd, don't hammer that point home until it is meaningless. Having Ambrose acknowledge that he is mental kinda undermines his capacity to be such. I mean, rule number 1 of not being a total mental write-off is some smidge of self-awareness.

I think they'd all have to be different. I wouldn't want "one" top babyface, any more than Game Of Thrones has "one" top babyface.
Ideally
Dean Ambrose would be vicious, unstable, self destructive, occasionally attacking other faces, more obsessed with personal vendettas than titles.
Roman Reigns would be a near silent ass kicker who wants the title and doesn't care who he has to knock out of the way.
Ziggler would be a douchey but ultimately valiant and caring prick who just wants to be perceived as the best and sees the title as a road to that.
Cena would be a benevolent, wise cracking superman figure who was there to stick up for the underdogs.
Bryan would be a manic, slightly insane, delusional goober with a chip on his shoulder who will beat the hell out of anyone.

I wanted to clarify and get more in depth on my earlier answer.
But pretty much, someone who makes me believe wrestling is real. Someone who, every time picks up a mic or competes in the ring, makes me think is a shoot. NOT because he cuts promos that tear down the 4th wall or wrestles a super stiff style. But someone who walks, talks, carries themself and competes like someone who's livelihood depends on whether he can beat up the guy in front of him or not.
He wouldn't be crazy, but there are definitely some screws loose. Normal people don't become pro wrestlers, y'know? He'll have a strong moral compass as well, but he's far from a corporate goody two-shoes. He's not above bending or even breaking some rules if the situation calls for it. He's loyal to his allies but isn't afraid to call them out if he thinks they're in the wrong. He'll be tougher than a 2 dollar steak but he's not some big dumb lug. He picks up on his rival's tendencies and has their moves scouted. He can talk a good game as well, but he's not afraid to look or sound vulnerable. He has pretty good comedic timing as well, but he always takes his opponents seriously.
Here's the part where I might get in trouble with some people. He's gotta look the part. 6'2"-6'6", 240-270 pounds of twisted steel and sex appeal. Not "underwear model - GQ cover" handsome, but definitely above average. Again, he pays his bills beating people up, so he looks and dresses like someone who would fit that mold.
