The bad guys have access to the same healing items you do?
I mean, why can't the enemies in Far Cry craft healing items like you can? Or enemy soldiers in FPS have regenerating health after they hide behind a wall for a minute?
In other words, is there a game where the playing field is completely even?

Well in the Fallout games enemies can use healing items as well as in Skyrim and the other elder scroll games they have access to healing spells plus potions.

I hate it when they have access to items you don't.
"Super potions!? And just where in the hell did you get that? You can't buy those until you get to Trimbletown and you know as well as I do that the guard at the gate won't let you through without the pass you get for killing the Bearscorpion on top of Mount Schrunkel."

Dynasty Warriors allowed the enemy generals to heal and get boosts during battle in a similar manner to you although they were able to make them automatic rather than having to pick them up.

Skyrim + ASIS, a patcher mod, lets you greatly increase the frequency of that in addition to giving the AI all perks you can get if they have the requisite skill levels. Though that badly imbalances the game because it leads to super-bandits and hold guards gods.

I think some do in the Souls games, not 100% sure if they swig the same stuff as your character though.
Personally I want more games where the enemies are vulnerable to same traps and where appropriate other enemies as my character.

When you fight Lynx in the Manor in Chrono Cross I believe he is the first enemy to use Nostrum which allows for a fairly high level of healing your characters don't have access to yet.
