Seems a bit weird the title being on the line. If he wins it would be even weirder.

I don't think it would be weird. He could talk about how it was the first big step in his career. And Jeff Hardy and Triple H had some good matches over the IC title after Trips was already WWF Champion.

Rusev never defends it. Sheamus never defends it. Ambrose never defended it. Why would it matter if Cena won it and never defended it?

I wouldn't have a problem with it.
Then again, I would much prefer he got a solid tag team championship run with an undercard guy.

winning the title would likely mean he would no longer appear on ppvs and be relegated to superstars and smackdown dark matches

Rusev never defends it. Sheamus never defends it. Ambrose never defended it. Why would it matter if Cena won it and never defended it? Because it's easier for Creative to contain the US Title into whatever John Cena is doing than to book a John Cena feud AND pretend to care about the US belt and book two midcarders to fight for it. Plus if Cena wins the US belt, it might bring us closer to a midcard title unification.

He should win the match and say he doesn't want the hassle of carrying the title from town to town so he just gives it back to Rusev. About how much that belt is worth these days.

He'd be better going after the IC title. I thought of a storyline where he talks about the number of hall of Famers who were ic champion, but he never had that titles. He needs to add to his list, so he challenges the champ. He loses. Few weeks later, he gets a rematch. Loses. Next PPV, he Finally, gets his grasp on the belt. It could be a huge way of putting the ic title over and making it important.
However, current creative would probably have Cena brag about his accomplishments, receive a threat from the IC champion, Cena goes "eh, whatever". And beats the champ in about 5 minutes.

I think he should do that later, after winning the US Title. Cena can unify the U.S. and IC belts, and the newly unified championship can be THE belt for all the former world champ upper midcarder/guys on the cusp of the main event to go after. And with that finally out of the way, they can repair the midcard by introducing a dedicated third tier title (and thus people are able to win a Grand Slam again) that the midcarders can realistically win.

Could be a way for Cena to put over someone lower on the card, maybe an NXT guy. I doubt he will be hesitant to drop a title he drew out of a decade ago.

Cena putting an NXT guy over is nice, but I'd honestly wouldn't want that to happen because Im tired of seeing the U.S. Title in limbo. Whoever beats Cena for the belt is basically untouchable and no one would be able to realistically challenge that guy for the belt. Cena winning the U.S. title should be the first step towards getting rid of it and fixing the midcard

How about this?
- Cena wins US title and defends it for months against many competitors - Ambrose wins IC title and defends it for months against many competitors - Cena and Ambrose want to see who's the better of the two so they set up a title unification, face vs face, at Summerslam - Cena wins the title unification and is now the new IC champion (US belt is retired) - Cena keeps the IC title for a while until he's beaten by an NXT star in a great match, afterwards he moves onto his next feud which is higher on the card - Ambrose feuds with some other stars until the Royal Rumble in which he wins - Ambrose beats Reigns and Rollins at WM32 to become WWE Champion, he'd be the last member of the Shield to become champion

Yeah, I'd do it. Probably prefer if they hold off until a WrestleMania rematch with Rusev, but sure. Try to get a little shine on it, may as well as it's been pretty low-rent for years now.
