I look at Apollo Creed in Rocky II, and I think "There's a man who was pushed to the edge." The public was on his ass like cellulite after the split decision with Balboa and he was desperate for a rematch. The line "I won, but I didn't beat him!" was tragically poignant.
Also, I couldn't help but feel sorry for him when I saw Duke during that double knockdown scene. The look on his face was as if his mother's life was directly tied into Creed's winning streak or something...

Elvin Atombender in the 1980s computer game Impossible Mission. As a child he was playing a video game and was on the verge of maxing out the score and resetting the counter to zero. However, just as he was about to get the points he needed, there was a power cut. This turned him into a maniac who wants revenge on the world.
Seriously, that's what his back story was.

General Hummel in The Rock. If I were in his position I can't say I wouldn't do something similar. John Mason was right. Taking innocent hostages and threatening biological warfare with a group of sadistic mercenaries was a crazy way of protesting against the treatment of Marines.

came in to post this. Scott Snyder can go f*** himself with his retcon. I also like Luca Blight's motive because as awful as it is his response as an adult is so ridiculously disproportionate it deconstructs the entire "sympathetic villain" concept.

I'll always enjoy Kefka's bid from FF 6. He didn't want to take over the World, just ruin it because he was an insane ass.

When written properly, Dr. Doom. He isn't out to rule the world because he wants power or riches. He legitimately believes that he is the only person that can unite the world and bring peace and prosperity through his absolute, unquestioned rule.
Also, Shaggy's motive in Scream. Mini-Depp's motive was convoluted and dumb, but Shaggy's was clever and perfect (and sadly, not too far off from many of the real reasons people do stuff)

Zodd from Berserk. Zodd is an immortal demon warrior who has spent centuries killing humans in battle. One day he battles series protagonist, Guts. Guts is the first and only human to actually give Zodd a challenge in battle and is so impressed by him that Zodd on occasion has saved Guts life just because he really wants to fight him again.
And Zodd is all like "Man Guts, you sure are awesome at fighting" but Guts is all like "f*** YOU! WHERE'S GRIFFITH!?!?"
