Now I am thinking mainly the modern era here, as back in the 70s when there were two dozen territories then it just becomes ridiculous. Although even then I guess you can kind of just put a whole bunch of those territories under the NWA banner promotion wise, except for the WWWF, AWA, and maybe Memphis and later World Class. (I believe Mid-South was under the NWA banner but I may be mistaken...)
But anyway, I'll start with Flair and see if anyone can top this or add to the list. He has wrestled for Crockett, Mid-South, Memphis (for a brief shot anyway), AWA, World Class, All Japan, New Japan, WCW, WWE, and TNA.
Also am not counting WWECW as a seperate promotion, but if you did, Flair wrestled there as well, and he has made appearances for ROH, but never wrestled a match.
For a modern guy, Rhyno as was told to me in another thread has wrestled in WCW (jobber matches), ECW, WWE, briefly in NJPW, TNA, ROH, and if you want to count it as another brand, NXT.
Forgive me if I am mostly ignorant of what indy guys have wrestled for the biggest array of indy feds.

I don't think you'll get a definitive answer unless you're meaning major promotions. Indy guys, certainly well-known ones might wrestle for up to 20 different promotions a year. Plus there's a lot of the older wrestlers who have dropped out of the mainstream such as Sabu who also wrestle pretty much anywhere these days. I wouldn't mind betting that it's not unusual even nowadays to find wrestlers who could get into the hundreds when it comes to counting who they've worked for.

To put this in perspective I looked up Bushwhacker Luke, someone I would imagine most don't even realise is still even wrestling let alone relatively active. Just on Cagematch alone he is listed as appearing for 69 different promotions, the majority of which have come since he left the WWF in the mid-nineties. Now, bearing in mind that that 69 is counting the NWA as one entity (there's 12 NWA entries from 1979 onwards) and not as separate promotions I think it's safe to say you could add maybe another 10 to that number once you start to count them as independent promotions. It's also worth noting that the list doesn't start until 1979 by which point he'd already been wrestling 15 years in various promotions all over the world which could safely equate for another 10 promotions at least. Then consider that someone on his level has probably appeared on a number of small cards that haven't been documented plus potentially some foreign tours that were popular in the 70's and 80's and it's not a massive stretch to see that over 100 different promotions is more than achievable.

Trying to figure out who has done work for the most modern promotions is futile, given the literally hundreds of independent promotions that have existed in the last 15 years.

Colt Cabana must've been in a crap-ton of promotions, since IIRC there was a TEW 2005 mod where he was signed with 7 to 8 different companies at once.

No one talks about Earthquake Ferris winning the World title in every major wrestling company in North America and abroad. You won't see it in any almanacs either.

Yeah, before Generico got signed by WWE he was wrestling in countries most people probably don't even know have wrestling. Did he wrestle a lot of countries? Some, but the most notable was Mexico when they tried to close down Los Angelitos de El Generico. It's hard to believe, but that feud has been going on longer than the Steen/Owens feud.

Mick Foley pretty much wrestled in every promotion that mattered from the 80s onward: World Class, AWA, WWE, WCW, ECW, TNA, Global, CWA, AJPW, NJPW(not 100% on that one),SMW, IWA-Japan, probably WWC in Puerto Rico as well.
