You'd probably have to go with an international star who primarily wrestled outside of the U.S. (Mitsuharu Misawa, Great Muta) or wrestlers from many decades ago (Lou Thesz, Verne Gagne). Or wrestlers who are both international and from decades ago (Rikidōzan, Santo). There's also some of today's biggest international stars like Tanahashi, Okada, Shinsuke Nakamura, or Minoru Suzuki.

Not really biggest, but for me Samoa Joe, Christopher Daniels, and AJ Styles were the most prominent guys who weren't in WWE in the past decade. Comparable to Punk and Bryan etc. (Chris Daniels had a brief jobber run at WWE early on though)

I thought of most of the names you just listed, but the reason I say El Santo is probably the one is because he was hands down the biggest star Lucha Libre ever produced. He was not only a mega star in the ring, but starred in dozens of movies in Mexican cinema. I know Mil Mascaras, one of the count-on-one-hand comparable names to Santo in Lucha history worked at least a couple of matches for WWE in the late 70's and Santo was still active in the ring at that time, so the possibility of him coming to New York may have been a little more probable. I really doubt you can compare the fame that Santo had to Lou Thesz in the U.S. and I don't even put Rikidozan on the list of possibilities since he was murdered not long after WWWF had formed after breaking away from NWA.

Of the guys who actually qualify, Nikita Koloff is up there. Abdullah is too, as he's never actually worked a match for them, just accepted the HOF induction.
Many of the names said so far have worked for McMahon at some point. Styles, Samoa Joe, even Lou Thesz and Gorgeous George have worked for McMahon or his father's company at some point (in fact, George was one of their first guys before he became huge).
