I'm talking of course Orton in his main event stage not his early stages when he faced Rock and Lesnar years ago. I'm sort of suprised they haven't given him either match because he's essentially their number 2 man and both Cena and Punk have both had their turns at each. As far as the matches would go Lesnar/Orton could be a classic while Orton/Rock could be a decent match between two high profile guys.

I don't know why but I never think about Randy Orton when it comes to dream matches. Like, never ever.
It's weird. I like him and think he's a great wrestler but...never someone I think of in these discussions.

After the whole big deal WWE made about the class of 2002, they really should have made a Lesnar vs. Cena vs. Orton triple threat match instead of going with Cena vs. Lesnar again...which ended being a triple threat anyway!

Orton and Lesnar had a match of the year candidate in 2002 on SmackDown. It might be on YouTube, look it up.
It's one of the main reasons I want another Lesnar vs. Orton match.

A couple years ago I would have loved to see Rock vs Orton, not so much now. Lesnar vs Orton is my #2 dream match.

Lesnar and Rock were absent from WWE for most of Orton's biggest runs as a main eventer. Not surprising.

I don't know why but I never think about Randy Orton when it comes to dream matches. Like, never ever. It's weird. I like him and think he's a great wrestler but...never someone I think of in these discussions. Lesnar vs. Orton would be a damned good match, but the build-up would suck horribly.

The weird thing about Orton is that, while he is a good wrestler, most of the time he seems to just phone it in as of late. Really, Orton isn't that much of a main eventer as someone like John Cena is portrayed, at least not so much anymore. Ironically, it seems like once Orton won the title from Bryan at SS '13, he became horribly misused and his on-screen credibility was tarnished. Some had ideas of Orton vs. Stone Cold years ago as a dream match, but not anymore. Orton is kind of just there now, and while I'm shocked he's been on hiatus for so long, his absence hasn't really taken anything away from the show.
Maybe he's not in dream matches anymore because he's just not that special to want to see wrestle, regardless of in-ring ability. It's kind of a shame, but to be honest, I don't think many people really care about Randy Orton anymore. He isn't pushed too hard or anything, he isn't buried beyond belief, he isn't annoying or using backstage power to hurt others, he just doesn't insinuate much of emotion in any sort of way. If anything, I'd honestly keep him off of TV until after WM and actually try to genuinely revamp him. Ambrose vs. Rollins is a great feud and that should culminate at WM. While Orton could work a great match, I don't think people care if Seth took him out or if they feud at all.
In summary, Orton could work great matches with almost anybody, and a Lesnar vs. Orton match would be awesome, but a Lesnar vs. Orton feud probably wouldn't be, and it seems like it'd be because it's really hard to care about Randy Orton.

It's probably because even though they like to push Orton because he entertains them and he fits their mold of what they want in a top guy, he's never actually been any good at bringing in ratings, buyrates, or merch sales so if it's something they have to actually invest money in to make happen they don't bother.
Then again that might be giving them too much credit, this is the same company where two months after Big Show headlined the lowest drawing Survivor Series ever and failed to make the crowd at all care about what he was doing they shelled out for him to face Lesnar in a squash match for basically no reason.
