By first ever, I mean the whole card is filled with matches that never happened before all on one card. So the card could consist of some of these:
Cena vs. Reigns Brock Lesnar vs. Randy Orton Triple H vs. Dolph Ziggler Daniel Bryan vs. Rusev
I know story line wise it would suck, but the quality of the show itself would be very good. Some would probably think that WrestleMania should be where the matches that never happened should take place, which I agree, but it never seems to work that way for most of the Mania cards.

It would work and people would be excited for it. That's why it'll never happen.

except for maybe one major blowoff match, that's pretty much what Mania should be

I'd say you could do all those matches organically built within say six months. Wouldn't all need to be on one card.

It'd be impossible - you need the guys to wrestle each other at least 10 times in the three weeks before the PPV before they could have a PPV match. I mean, that's just Booking 101.

It would be interesting, but it'd be difficult to do yearly, for obvious reasons, without bizarre mismatches. Beyond that, though, I guess there'd be worry that it'd eat up potential matches that they'd want to do another time. I do think it could work, though.

Just want to point out Brock vs. Orton did happen before actually, wasn't thinking when I posted it. But they wrestled back in 2002 before Orton was a main eventer.

A full PPV of nothing but "first time ever" matches wouldn't work- but I DID like that time period around the end of the 2000s where it seemed like WWE was building to Summerslam being main evented by some big match happening for the first time ever...THAT could be very good for one of Summerslam's big "selling points" even now.

John Cena v Randy Orton Kane v Big Show Sheamus v Dolph Ziggler The Usos v Goldust & Stardust Rusev v Jack Swagger

I think you take one of those first evers and build a PPV around it. Making it a thing makes it like a gimmick PPV, and you have guys having their first match just because it's "first ever" month.

Don't forget having the your opponent cost you a match spot. Nothing builds up a big PPV match like having the guys lose on free TV leading up to it.

Honestly some people do need a few matches together before they develop chemistry. Nash said he and HBK needed that. More recently, Paige and AJ went in cold before their first PPV match and they were way off. It does happen for some people.

El Torito vs. Dean Ambrose, For the FIRST TIME EVER! I get the feeling that'd somehow be awesome. Yeah it f***ing would. If they did a "first ever" PPV where the undercard consisted of a bunch of off-beat matches like that, I'd like that a lot more than putting a bunch of marquee first time matches on one card.

Not fully sticking to having to be never fought before, but more a no story, random ppv with some new match ups...
It would make for a fun "reboot" show. In the ppv and month prior, wind up your big stories and feuds; disputes get settled, long time rivals bury the hatchet, etc.
Maybe run a series of Battle Royals and/or Tournaments to determine number one contenders for each belt, full of guys you might not expect, and have these title matches on the week leading up (and actually having title changes on tv), World and Tag on Raw, US on Main Event, IC on SD.
Then, loose ends tied up, you create a PPV with a seemingly randomized card and build stories on that. A random tag team picks up a win on the Usos and seeing how well they worked, keep tagging. Best friends pitted against each other turn into a bitter rivalry because each refuses to give any quarter. Heels get huge baby pops, faces turn heel. Debut new talent or returning vets.
It could work.
.... I know what I'm doing in my WWE14 Universe this weekend now.
