Mr. T (WM I) and Cyndi Lauper are the top contenders, as their celebrity involvement had a measurable impact on not just the success of the event they participated in but also on the success of the company. Beyond that it's worth mentioning Trump for WM 23 as his involvement had the biggest impact on a modern WWE's PPV buyrate. Unless you count The Rock for 27/28/29, which even if you do he's still Trump-ed by the relative success of 23.

Floyd played his part quite well AND didn't mind being the bad guy.As a celebrity at mania he is A-OKAY for me.

yeah as others have said Floyd is really the only one that I can think of that actually helped build a feud going into WM, not just doing something at WM.
it looked real as hell too, which helped. him breaking Big Show's nose legitimately and then running off, with Show moving faster than I've ever seen him move going after Mayweather and looking completely pissed sold me.

I don't think Floyd "turned heel", I just don't think he knows how to not be an asshole. They were definitely positioning him as a face at the beginning of the feud, going as far as to sacrifice Rey Mysterio and his disgusting torn bicep to establish the heel and face lines. However, why they thought that Mayweather was going to be a babyface, in Las Vegas of all places, is beyond me. Also, Big Show had just returned from a year long absence, so the crowd popped huge for his return, making it doubly backwards.

Honestly, if Jon Stewart does appear at this year's Mania I might give it to him. It's one thing for a celebrity to appear, it's one thing for them to actually succeed, but to have such unbridled knowledge and passion for the business? To be able to cut a compelling promo without actually upstaging the regular roster? Obviously Mr. T and Cyndi Lauper will always be the most important historically, but of the modern era I don't think anyone's come close to the way Stewart's handled himself.

It was definitely one of the best, but Wrestlemania's entire success as a concept hinged on Mr. T.

Also, The Rock's awesome sit-down interview with Gennifer Flowers at XIV is credited by WWE as the first time he used the phrase "If Ya Smell What The Rock Is Cookin'!" so that at least deserves an honorable mention. She also had the honor of accompanying the greatest singer, the greatest entertainer, and the greatest wrestler of our time, J-E-Double F J-A-Double R-E-Double T ain't he great, to the ring.
