There are moments that make Wrestling stand still such as Hogan's heel turn, Undertaker's streak ending, and even Sting joining WWE. I remember hearing all the time how Sting would never come to WWE, yet here is is facing Triple H at Wrestlemania 31. Sure, maybe not for another year or two, but it will happen.

It could happen, and it could be mildly interesting.
He's already booed by half or more of the crowd, depending on the town. He's been put against babyfaces like RVD, CM Punk, Daniel Bryan, etc where they know he's the de facto heel of that feud. If he was unanimously loved a heel turn could be a big deal, or if it happened years ago just to shake things up. At the moment, he's probably within a few years of retiring from full time wrestling. It just wouldn't be as big of a deal as people might hope I think. Austin's heel turn is considered a bad idea, but I see this getting much less heat than that.
They'd lose the Cena merch sales and some of the kids watching. What do they gain? A guy being booed by fans who was booed anyway? I admit it could be interesting, but if anything that turn would put him back to the top of the card and more in focus, taking spotlight from new heels like Rollins.
Could happen, but doesn't seem like it's necessarily a good idea.

I think they'll wait to see if they can transform Reigns into a corporate merchandising machine and if little kids take to him the way they have Cena before they ever do that.

WWE will turn Cena heel, and given the company's recent track record will likely be in in the lamest way possible and/or long after anyone will care.

Once someone takes Cena's spot as top guy and merch seller, then they'll turn him heel (at least in the eyes of the casual fan).
I still maintain though that Cena is one of the single greatest heels that has ever existed. The boos aren't from controversy, they're from a segment of the crowd seeing through is fake 'face' crap. I stand by it.

I think they'll do it, I just think people are overplaying it being much of a difference maker. When Hogan turned heel, it came with a complete attitude transformation. He wasn't just same old Hogan putting people down. I'm both intrigued and worried about what kind of character a heel Cena would be. More than anything though, Hogan was still getting a decent smattering of cheers before he turned, to the point WCW didn't have to "cover up" or explain a bunch of people booing. They could ignore any boos that were heard, and (to my recollection) nobody really questioned them not acknowledging it and life went on. Cena's run hasn't been that way. Would a Cena heel turn produce the typical intended result of a heel? Would the people booing Cena out of being sick of his same old shtick STILL boo him, or do they start cheering since it's different? If a heel Cena would start to get more cheers, especially in smark areas like Chicago or Philly, they've wasted the turn. Now maybe they can turn him back to face while keeping that personality and make something work, but you won't get everything that was used/could've been used to build it up back.
I'm sure it'll happen someday. I just hope they have some plan already working. They can't recreate Hollywood Hogan or anything like that. Cena's turn has to be something new.

Cena will turn heel whenever he's surpassed in popularity, merchandise sales and crowd reaction. Until that happens he's not turning heel.
So probably 6-7 years from now.

It's not going to happen, the WWE will keep on pushing him as face until he succumbs to lingering injuries or heads off to make films full time because they have no-one who comes close because they won't allow anyone else to.
