Without changing any of the matches on the card, suggest a build-up the big show (uh, the other one) that wouldn't inspire deafening apathy among members of this board and WWE live audiences.
Cena/Rusev: Cena loses the first match, in much the same way that he lost to Lesnar. He refused to tap to the accolade, but wound up getting pinned. Rusev isn't satisfied with that and, against Lana's wishes, challenges Cena to a re-match in the hopes of getting that elusive submission victory. It wouldn't be a submission only/I Quit match, though, as that would almost certainly telegraph the ending.
IC Title: Daniel Bryan makes his big announcement the night after the Royal Rumble. He's not back in top form yet, but doctors say he'll be fit enough to compete at Wrestlemania. Roman Reigns makes his way through the crowd and says that it's a crime that D-Bry's not the Champion, even though he never lost the title. He promises that once he's beaten Lesnar, Bryan will get the first shot at the title.
After Fast Lane, Bryan announces his intention to win the Andre Rumble, only for the Authority to say they've got bigger plans for him. The main event is all set, but the IC title picture is wide open. So many of the greats have held the IC title, so this year, it's going to get the respect it deserves. They annouce a multi-man ladder match for the title. Daniel Bryan is going to be in that match, and with any luck, afterwards, he won't be in any kind of shape to challenge for any title ever again.
Sting/HHH: I...don't know. They should probably explain who the hell hired him, made new music and an entrance video and that sort of thing.

Sting/HHH: Would make this the final Authority angle, with HHH hell bent on making Sting's first match in WWE his last one. Stipulation ends up being Career vs. Career. Through this, we have the Authority at their absolute worse in being abusive with their power, only to be foiled at every turn by classic Sting mind games.

The idea of a Career vs Career (legacy) match is really fun. If Sting wins, his legacy is secure. First ballot Hall of Famer. DVDs, toys, games, StackDown playset, the works. The final feather in his cap, he gets to end the in-ring career of the guy who literally declared war on the company Sting fought so hard to save. The man who drove a freakin' TANK up to his door and gloated about it for like twenty years. But if HHH wins, that's it. All the best matches from the prime of Sting's career go in the vault next to Owen's fall. In the unlikely event that Sting is mentioned, it's in the same breath as the Shockmaster and David A, WCW Champion. Anybody who attempts to put classic Sting stuff on YouTube is IMMEDIATELY served with take-down notices. Any venue interested in booking Sting for an indy date or an autograph signing is told that doing so will get them on WWE's bad side. Sting's lasting legacy will amount to all but nothing.

The most expected to win participants of the Andre Battle Royal would have CGI dream sequences on RAW in which Andre's ghost talks to them.

Also, a billion people have watched Monday Night Raw. There are 100 million wrestling fans in the United States alone. The 900 pound Andre the Giant did just days after that fateful Wrestlemania match. There is a Higher Power AND the cage was 40 feet.

At the second Raw after the Rumble, Bryan's confrontation with the Authority ends with him convincing Triple H to let him face Lesnar for the title at Fastlane, telling him that while Haitch has failed so many times to end the Yes movement, the Beast might be able to. So Haitch agrees to throw several amounts of money at Lesnar to murder Bryan and makes it no-DQ. They beat the shit out of each other and in the end Lesnar wins. Triple H comes out and tells Lesnar to break Bryan's neck, but Lesnar attacks him, gives Bryan a nod of respect and leaves with a smug Heyman.
The following night as the show comes to an end Triple H demands an explanation from Heyman, who says that his client is the Beast and, since the Beast is at the top of the foodchain, he refuses to take orders. Lesnar shows up and destroys all other members of the Authority. As he's about to F5 Triple H, Roman Reigns, fresh of his victory over Seth Rollins at Fastlane, enters the ring and spears Lesnar. Despite his claims that he only intended to attack his Mania opponent, people speculate that he might have joined the Authority. Rollins adds fuel to the fire by distractiong Roman's opponets during the following weeks and protecting him from an attack by Orton. Though Roman seems to want no part of it, it's enough to make even Dean doubt his friend. Meanwhile Heyman cuts promos about how Roman's allegiances make no difference since the Beast can't lose. They have a final face off before Mania but get surrounded by the Authority (minus Rollins, who is suspiciously absent). Lesnar and Reigns team up to take them out and eventually Sting, who is having that carerr vs career angle mentioned above, shows up to help. The heels are driven off while Sting leaves through the crowd and Lesnar F5s Reigns as payback.
The IC title chase goes somewhat similar to how it is now, except prior to Fastlane there's a lot more cheating and sneaking around by Barrett (but no losing), causing Ambrose to get so frustrated at such a whimpy champion that he steals the belt. There's a lot more emphasis on Barrett being considered an unworthy handpicked champion, which leads to the other competitors to join the shennanigans. Stardust's claim is that he destroyed Goldust and as such deserves recognition. Ziggler's claim is the rematch he never got. The others simply want the chances that were taken from them by Barrett's cheating. Eager to prove himself worthy and pissed off at not having his belt, Barrett starts viciously decimating his challengers and all who oppose the Authority inside and outside the ring. He bites more than he can chew, however, when he attempts to finish Bryan to show he's better than the World champion. Bryan beats him cleanly and leaves the ring while Barrett has a temper tantrum. Bryan announces his intentions to enter the ATGBR, but must defeat Rollins to qualify. Barrett costs him the match and tries to beat him down afterwards. All the other competitors show up and a massive brawl ensues, with Bryan ending up with the belt. The ladder match is booked in ordfer to control the chaos.
Cena/Rusev doesn't happen at Fastlane at all, instead Rusev defends the belt against Axel (who goes into Axelmania mode right after the Rumble). Cena comes out to stop Axel from getting a post match beat down and then patriotism aensues. Not much else that can be done with this angle, really.

One that needs it the most:
Royal Rumble: Daniel Bryan doesn't make his announcement. He doesn't enter the Rumble. We don't see him for weeks.
The Rumble happens, and now it's all clear for Reigns. Roman Reigns wins the whole thing, as done. The Local Men attack, Rusev's there to capitalize- and instead of The Rock, Daniel Bryan runs in to save Roman Reigns from him and help make him all clear for the match.
Daniel Bryan, as was viewed before- then says he's not 100% cleared for Wrestlemania, but he's close. He knows Reigns has a chance to beat Lesnar, but he's not THERE yet. Bryan again makes the offer- he'll train Roman Reigns for his match with Lesnar, but in exchange, he gets the first shot when he does get cleared to wrestle.
MEANWHILE, The Authority is on a full-court press to get Brock Lesnar to resign with the WWE after Wrestlemania, and it shows up as an angle. The Authority is willing to give Lesnar everything he's ever wanted and more so he doesn't leave with the title- to the "everything John Laurinatis gave Lesnar before Cena/Lesnar I and MORE, if he just stays." The Authority goes further to kowtow to Lesnar- even though Daniel Bryan is "not cleared to wrestle", they book him in the multi-man IC Title match to force him to risk his career.
From there, Lesnar's getting more sated, and The Authority makes it clear to sweeten the pot- if Brock Lesnar resigns and stays in WWE and The Authority- if Roman Reigns happens to win, then Seth Rollins will immediately cash in MITB, and then surrender the belt BACK to Lesnar. This infuriates Randy Orton, who turns on The Authority and Rollins- then demands Rollins at Wrestlemania for the briefcase, vowing to cash in on LESNAR if Lesnar wins and show the WWE who the real face of the WWE is. Orton even vows that if he does come out of Mania as champion, Daniel Bryan will get the first title shot.
The Authority are furious, and they try to keep these problems from stopping them- and then it's revealed: Sting has working for Vince McMahon himself all along, angry that The Authority have undermined what the fans want for the last time. Sting tried making his debut for the fans who never turned on him, trying to take out The Authority for good- and yet, John Cena was able to bring him back by one clause. At Wrestlemania- there IS no clause involved. If Triple H wins, then Vince will step aside in full. If Sting wins, The Authority lose power, for GOOD.
