Who will ultimately do it, and if it's different from who you think who will do it, who do you WANT to do it?
I have a feeling that there's going to be at least one NXT response for the open challenge. And I have a feeling that it's going to be Sami Zayn doing it, in another one of the long but competitive back and forth matches, but this time, Cena loses. Zayn gets emotional, crowd at the very least gives a decent pop, Cena shakes and raises his hand. Not impossible, not certain, but I get the feeling that that is going to be the payoff to the angle.

Cena beats every challenger in "great" matches with undercard or up and comers. Each match is competitive with the other guy hitting their finisher (In a shocking twist, Cena ALWAYS kicks out at 2!) and shortly thereafter pins them with the AA. The match is said to do wonders for the losing party, but in reality it does absolutely nothing.
After months of the same, Cena declares himself "America's Greatest Hero" and retires the title in his name to honor the GREATEST COUNTRY IN THE WORLD! WWE treats Cena as America's (and possibly the entire World's) most honorable man in the history of mankind.

It's just like the World Heavyweight Championship all over again. The World Heavyweight Title lowered in prestige after becoming a consolation/test run prize to guys who are not ready, not good enough, not their turn to be WWE Champion. WWE realized their folly, and then they gave it to Cena to mercy kill it. The U.S. Title is in a limbo where it appears to be elevated on the surface, but not really. It has become a holdover/prop for wrestlers that WWE are very high on and that they clearly see as being "above" midcard, but it's "too soon" to give them a World Title; No pure midcard level talent can win it anymore. And thus Cena has to mercy kill it.

If it isn't Bryan beating him to unify the belts, I don't know who it could be. I would like to say Balor but, I'm sure Kevin Dunn will put the kibosh on that because of his "accent."
If it isn't Balor or someone from NXT, it's going to be Brock Lesnar as a way for him to get past some sort if Authority roadblock to get a rematch for the WWE title.

I had an idea for Bo Dallas to win it after heavy interference from Rusev, then Dallas goes on to have a 2 year long Honky Tonk Man-esque title reign.
