Okay, what was the point of a referee during that time period having a gimmicked ring name? I understand how WWE does it now due to wanting to own all of their "characters" but why change this name of all names?

Hildebrand sounds like the name of a British heel manager... "Lord Hildebrand, Baron of the British properties of Fafafafa" or something. Mark Curtis sounds like a real person. You don't want your refs' names sounding cooler than your wrestlers or managers.
Or maybe they did it so that no one could find him in the phone book.

A bunch of the WCW ref had gimmick names. Mickey Jay, Nick Patrick, Billy SIlverman. Why not Mark Curtis?

He went by Mark Curtis in Smoky Mountain Wrestling. Long before WCW hired him.

He was also a manager on indies as Dr. Mark Curtis, so he kept that name for refereeing.

Pretty much everyone had gimmick names. The refs. The ring announcers. Ring girls. Managers. Just came with the territory. If the booker said "You will now be a ring announcer named Gorgeous George Gorillawitz", you either went along with it or looked for a new job. Plus a number of refs were former wrestlers/managers and just kept their previous gimmick names.

Jericho said that he chose Mark because he was a mark for the business. Forgot why he picked Curtis

there was a moment on a WCW PPV, I can't remember which where they had a long shot of him in the ring with Tony Schiavone mentioning that he wanted to wish a Happy Birthday to WCW superfan Brian Hildebrand. I thought it was weird. why not just say "everyone wish a happy birthday to WCW referee Mark Curtis" and leave it at that?

Of course not, they can only count up to 10.
