It was fine the way it was because Bret wrestled twice going into the match. While it was odd that Bret Lost against Owen, it set up the Owen to get over as a heel. At less Bret and Yoko both wrestled twice to make it some what fair. Just think how much different it all been if Taker was there and didn't need the much needed time off? Everything would changed I believe.

Everything would changed I believe. Maybe if Taker was there it would be different, but really, they had the perfect story. Owen beats Bret. Bret then beats Yoko, after he fell down and Bret gets lucky. Owen still has that legitimate win, ergo Owen is better than Bret. It's the perfect story and really, really helped that story continue for months and months. If Bret won against Owen, Owen is done. He lost. Bret's the champ, who really is better? Bret. Question answered. Owen had to win that match or the whole thing falls apart.

The dynamic would have been really different had Undertaker been on that PPV for sure.
If so I would have had Luger beat Yoko at RR, then turn heel by cutting a deal with Cornette (similar to when Sunny bounced from Tag Champ to Tag Champ) setting up heel Luger vs face/Rumble winner Bret. You have Yoko vs Undertaker and you save Owens heel turn for after Wrestlemania.

10 years later it would have been a Triple Threat match No way the WWE would have a triple threat for the title at Wrestlemania 20. At Madison Square Garden, with a Canadian technical wrestler winning the title!
