The problem is that not only does Russo think it's 1997, he thinks he's writing for the Jerry Springer Show
To him, all that silly "wrestling" stuff doesn't need to happen. Russo's ideal wrestling show would contain no wrestling.

I can only think of Heyman. Only because every single person on the roster will be able to get his everything to help create the best character they can, with the talent that they have. Accentuate the positive, hide the negative.

The problem you've got is that Dusty was a guy who would always be approachable, affable, was probably always in a good mood and open to listening and talking to anyone who wanted a few minutes of his time.
Nearly any other potential candidate I can think of doesn't have anything like the gregarious, fun loving personality that all those NXT kids are used to (not just the wrestlers, but the creative staff as well). I'd think of someone like Bret Hart, for his wrestling knowledge, but then remember he's a bit of a curmudgeonly old horndog. Or Michael Hayes, who is... well, worse than that. Kevin Sullivan seems like one of the grumpiest men alive, in any interviews I've seen.
I think they need to look at younger guys, someone forward thinking (as Dusty was, despite his age) and creative. Road Dogg, Regal, Finlay maybe even Christian now he's retired. And why not throw Sara Del Ray into the mix as well?

I love Heyman but I don't want him near NXT. Outside of being good at hiding weaknesses his specialty was always long, shades-of-grey, detailed storytelling. I like NXT simple. It allows the wrestlers to work on stuff without piling on too much baggage and backstory.

Anyone whose creative heyday WASN'T in the late 80's into the Attitude Era. I always hear the same few names when it comes to creative/booking (Heyman/Russo/Cornette/Bischoff, etc, etc). It'd be nice if they were to get out of that bubble and have someone, ANYONE fresh.

I'd honestly like to see Vince Russo but only if a strong enough personality is there to counter him. Russo is terrible when he has control. He's a genius when you can filter out 95% of his complete and total bullshit. Regal, Zeb and Russo would be a fascinating combo. But like I said, 95% of what Russo says needs to go straight into the garbage can. Ahem.

Does anybody know what Jimmy Jacobs is doing? It came out that he was going to get a job in WWE creative but I dunno if he started or what they have him booking.

However they have Katz, Regal, A-Train and Ward right now who are doing a very good job

I think the best route is to promote from within and promote somebody who is already working with NXT. I think the ideal candidate would be somebody who knows the talent and understands what the higher-ups are looking for in the talent to give the talent the best shot at being promoted to the main roster. Guys like Regal, A-Train, Road Dogg and Billy Gunn would be the best fits as possible heads of creative to me.
