I would love to see a Cena Open Challenge go to a time limit draw, setting up a no time limit rematch on a PPV.

Every single match should have a time limit announced. Period.
I'm not even saying the limit needs to be reached ever, but it should be an option and it adds to the believability if everything has a limit for the interest of TV.

Yeah, for reference, every ROH match has its time limit announced beforehand, and every NJPW card has time limits listed on the lineup. It's a very easy thing to do.
Plus, it works toward match psychology; of course main event title matches are slower paced, they have more time to work with! And of course Raw mid card matches are fast, they only get 15 minutes or so!

It's all good until you have a ppv main event ends in a time limit draw. Imagine the outrage if the Owens/Cena match ended in time limit draw? Fans are now trained that every match must have a winner and loser. Same as tapping out is seen as weakness and midcard champions getting pinned by main eventers is normal.

Simple as that. Fans also used to be trained to expect short matches on TV during the Attitude Era, that has changed. Proof that a time limit main event can work: Clash of the Champions 1, Ric Flair vs. Sting.

You understand the modern audience has the attention span of a lemming on Trucker's Delight and retraining isn't a overnight thing. People still say give Divas a chance yet still claim bathroom break when they show up on tv and/or oogle them like meat while calling out WWE for treating them like that.

They would work on WWE TV mainly in the middle of the show, but if you have a PPV main event starting at 9:50 or so you just know that it's going the distance and long matches are best when they are unexpected IMO.

One cool thing JCP used to do in the rare TV Title vs. US Heavyweight title matches was:
15-20 mins. Both titles on the line
The US title is on the line the whole time (30-60 mins.)
