RVD seems likely because he mentioned merch sales, and I don't think they were selling much Test, Storm, or Regal stuff for him to have much of a case against Albert. I don't think Willy was claiming to be a big merch seller, just that he likely sold more than Albert.

I'm going to say Lance Storm or Bubba Ray Dudley. I remember this from back in the day when I was just discovering the IWC, crazy how we never found out who it was.

I honestly think it was Jeff Hardy.
-Jeff was popular in his first singles run and i am sure he sold a lot of merch during that time
-He did face Jericho at that No Way Out before Mania 19 and he was a small part of the Michaels/Jericho feud when teaming with HBK
-He wasn't on the card, backstage interviews or Heat
-Really could have done a run in during Michaels vs Jericho but then that wouldn't have been as memorable maybe
-His brother and even Shannon Moore made it on the show since Hardy was Cruiserweight Champion
-This was around the time when he got burned out from everything although wasn't this around the time when he would kikd of start things or kind of hint that he was doing some type of drugs around this time? Maybe it f**ked around with his head and made him do this Willy The Worker shtick

I wouldn't be surprised if it were someone from ECW considered Dave Scherer went to a lot of ECW shows and was a huge ECW fan. The talent probably knew Dave, even if he didn't identify himself to him.

I'm going to throw out Buh Buh Ray Dudley as an option. RVD is mentioned by name, so I don't think its him. No matter how good a red herring it may be to simply imply that you're mentioning the name of someone else, that doesn't seem like RVD's style. Meanwhile, the Dudleys are nowhere to be found on the card. Plus, reading this back in the Bully Ray voice fits perfectly. I see complaining about sub-par talent, playing the merch card, and not viewing Heat as part of the real card as something out of his playbook. Even if Heat is a different show, its filmed in front of the same crowd, so its ultimately contributing to the same show. Bubba was my first thought too. He and Scherer are close from ECW and it doesn't fit RVD to hide like this. Plus the Dudleys were coming off the two major triple threats at Mania and another tag title match at 18 so to be left off this card, yeah this just seems like something Bubba would do. Having said that, though, if it WAS Bubba, it would make more sense if it was BOTH Dudley Boyz working on the letter together than just being Bubba here. There's just enough things it seems like Bubba would do or say there to make it feasible- but at the same time, most of what Willie the Worker said was said like someone who was trying to be as polite as possible with their complaints and not totally fly off the handle (and usually if Bubba is willing to fly off the handle for something, he's perfectly fine with saying whatever he's feeling at that moment and not caring about tact.) As such, it'd make more sense if it was "Bubba Ray wrote the original Willie the Worker thing, then D-Von Dudley read it and said 'Dude, you're going to get us fired. If this is what you feel, good- but can me or Spike edit this a little bit before you send it?' than just Bubba Ray sending it himself.)
